Grants to Oregon organizations for programs that address the needs of residents with intellectual disabilities in eligible regions. Funding is intended to enrich and improve the lives and well-being of individuals with intellectual disabilities. Grant funds are limited to Josephine County.

The intended beneficiaries of the Rose Douglas Trust are those organizations who provide benefits to residents of Josephine County who have an “intellectual disability” as defined as follows: significantly sub-average general intellectual functioning defined as intelligence quotients (IQs) under 70 as measured by a qualified professional and existing concurrently with significant impairment in adaptive behavior that are manifested during the developmental period, prior to 18 years of age. Individuals of borderline intelligence, IQs 70-75, may be considered to have intellectual disability if there is also significant impairment of adaptive behavior as diagnosed and measured by a qualified professional.

Many worthy programs include the intellectually disabled in their provision of services, however, this funding is limited to programs which significantly affect or serve this population, are specialized to the needs of this population, or provide particular high-quality training in how to meet the needs of this population in the context of other essential services. Having some intellectually disabled persons within a broad client base is not adequate to qualify for this funding area.

The Four Way Foundation will require those organizations who choose to submit a grant application to demonstrate why they meet the qualifications for a grant from Rose Douglas Trust funds and how their project will better the lives of the intended intellectually disabled beneficiaries.

Term of Contract:

Approved grant projects are expected to be completed and a grant report submitted by June 1 of the following year. If the project will not be completed by June 1 and an extension is desired, awardees must submit a report and request for extension prior to June 1.

Additional Eligibility Criteria:

The intended beneficiaries of the Rose Douglas Trust are those organizations who provide benefits to residents of Josephine County who have an “intellectual disability”.

In the event a potentially qualifying organization does not have the benefit of actual testing to determine whether its clientele meets the definition of intellectual disability, the Four Way Foundation will in its discretion consider what other evidence the organization might submit, on an ad hoc basis, and make a determination whether the organization otherwise likely meets the objectives of the Rose Douglas Trust.

Proposals not applicable: While the Four Way Community Foundation strongly supports inclusion, accommodations for physical disabilities, without accompanying mental disabilities, are not eligible for this funding. When seeking funding for items such as wheelchair ramps and lifts, please apply under the community grants program.

Pre-Application Information:

The Four Way Community Foundation conducts one grant application process per year. The grant cycle opens February 1 and closes April 1.

Applications must be mailed to The Four Way Community Foundation at the post office box below and received no later than April 1st. Notification of approval or denial will be mailed to applicants in early June.
