Grants ranging from $5,000 to $20,000 to Texas individual young farmers between the ages of 18 and 46 who are involved in the creation or expansion of agricultural businesses. Funding is intended to help support and grow agriculture within the state, address unmet financial needs, and help grow agricultural operations that positively impact Texas communities.

Generally, expenses that are necessary and reasonable for proper and efficient performance and administration of a project are eligible.

Examples of eligible expenditures are:

a) Personnel costs – both salary and benefits (grant funds may be used for directly supporting salaries and wages of employees, but not for the value of applicant’s own services);

b) Contracts – agreements made with private parties to perform a portion of the grant project;

c) Supplies and direct operating expenses – costs for materials, supplies, and fabricated parts necessary to carry out the grant project;

d) Other expenses – any expenses that do not fall into the above categories but are itemized on the approved project budget; and

e) Non-capitalized equipment – nonexpendable, tangible personal property having an acquisition cost of less than $5,000.

Operating expenses for contract labor, seed, fertilizer, livestock, feed and fuel are all eligible expenses.The costs of hired labor specific to your project may qualify for grant funding.

Each individual grant applicant must clearly describe a distinct project and demonstrate how the individual grant applicant will independently benefit from the Grant.

Grant awards range from $5,000 to $20,000.

Term of Contract:

All approved projects have an anticipated start date of August 1, 2018, and must be completed by October 31, 2019. Recipients will have up to 15 months to complete their projects and seek reimbursement for allowable grant expenses.

Additional Eligibility Criteria:

Grant applications will be accepted from any individual person 18 years or older, but younger than 46 years of age as of the application deadline, who is engaged or will be engaged in creating or expanding agriculture in Texas.
Applicant must be a U.S. Citizen and applicants must reside and operate in Texas.

Applications that merely propose to sustain an existing agricultural business are not eligible for an award under this program.

Corporations, limited liability companies, partnerships or other types of foreign or domestic entities are not eligible for awards under this program. TDA will immediately disqualify any application filed on behalf of a corporation, limited liability company, partnership or other types of foreign or domestic entity.

Grant recipients that have a current, open grant may not receive a new grant during this cycle.

Grant funds will not be awarded to multiple family members for the same project. Each individual grant applicant must clearly describe a distinct project and demonstrate how the individual grant applicant will independently benefit from the Young Farmer Grant.

Grant funds may not be used toward capital purchases (Personal property or other capital items with a unit cost of more than $5,000)

Ineligible Expenses:

Expenses that are prohibited by state or federal law are ineligible.

Grant funds may not be used to reimburse the value of your personal labor or services; spouse and immediate family members are also excluded.

Additional expenses have been identified as ineligible by TDA. Examples of these expenditures include, but are not limited to the following:

a) Alcoholic beverages;
b) Entertainment;
c) Tips;
d) Gratuity;
e) Contributions, charitable or political;
f) Expenses falling outside of the contract period (expenses incurred before the grant approved start date or after end date of agreement);
g) Expenses not listed in the project budget or that fail to meet the intent of the program;
h) Value of applicant’s own services;
i) Land (except for lease expenses);
j) Capitalized Equipment - Personal property or other capital items with a cost of more than $5,000;
k) Capital Expenditures for improvements – items that materially increase the value or useful life of building, equipment or land.
l) Travel or meals; and
m) Expenses that are not adequately documented.

Pre-Application Information:

The complete electronic, hand-delivered or mailed application packet, including the application with signatures must be RECEIVED by close of business (5:00 p.m. CT) on Thursday, March 22, 2018.

Applications are designed to be completed and submitted electronically. Handwritten and hardcopy submissions will be considered by the Board only if information is legible and complete.

TDA program staff will send an email receipt with an application ID number, acknowledging receipt of the application as soon as administratively possible.

This program is available twice a year (spring and fall).

Since there are multiple step invoiced in the review process, The review process takes on average between 8-10 weeks. Delays may occur due to an exceptionally large number of application received. All applicants will receive notification of approval or denial. TDA will provide a Notification of Award via phone call, email or letter.

Grant funds are paid to grant recipients on a reimbursement basis. Program restrictions require the individual grantee to individually incur and pay project expenses upfront.

There is a 1:1 matching requirement. For examples, if you are seeking a grant for $10,000 you will be expected to document a match of at least $10,000 for a total project of $20,000. In other words, for every $2 you spend you will be reimbursed $1, or 50% of each invoice your submit for payment if awarded the grant.

Applicants that indicate a higher matching amount on their grant application will be required to expend/document the amount listed in the budget section of application during the grant term. For example, if you are seeking a grant for $10,000 and said you would match $40,000 it would be the same as saying for every $5 you spend you will be reimbursed $1, or 20% of each invoice your submit for payment if awarded the grant.
