Grants to North Carolina organizations to manage and distribute state funds to county arts organizations. Funding will allow all residents to experience the arts in their local communities. The arts programs should reflect the ethnic and racial diversity of the state.

Activities include festivals, concerts, dance and theater productions, artist-in-schools programs, galleries, Native American powwows, art classes, and African drumming circles.

In counties without a Designated County Partners (DCPs), the N.C. Arts Council invites an organization to serve as a Provisional County Partner (PCP) in order to manage the distribution of Grassroots funds. A PCP must submit an application annually.

N.C. Arts Council staff consults with each provisional partner to create a distribution plan that meets the requirements of the Grassroots Arts Program. Some PCPs subgrant Grassroots funds and others conduct arts programs with their county’s allocation.

Term of Contract:

The funded activities must take place between July 1, 2019, and June 30, 2020.

Additional Eligibility Criteria:

To be eligible for Arts Council funding, organizations:
1) must be a nonprofit organization (or an organization that has applied for non-profit status using a fiscal agent*);
2) must have been producing quality arts programs for at least two consecutive years;
3) must have prior-year organizational cash operating expenses of at least $20,000.

Tribal organizations must represent North Carolina or federally-recognized tribes.
All applicants are required to have a DUNS number.

Grant funds may not be used for the following expenditures:
- Deficit reduction
- Capital expenditures
- Contingency funds
- Food or beverages for hospitality or entertainment functions
- Fundraising events
- Art sales events and auctions
- Interest on loans, fines, or litigation costs
- Lobbying expenses
- Tuition for academic study
- Indirect Costs

Pre-Application Information:

The 2019-20 deadline is Friday, March 1, 2019. Applicants will submit the form electronically through the GO Smart portal.
