Grants to Nebraska counties with an increase in the number of prisoners at adult detention facilities for services, approaches, and programs to decrease jail populations and offset costs. Funding is intended to support counties where the average daily jail population has increased compared to the average daily jail population of the preceding three fiscal years. Counties should only include post-adjudication inmates who are serving sentences, or inmates serving custodial sanctions due to probation violations, when calculating average daily jail population.

Counties are eligible to receive funds when:
- They show an increase in population indicated by submission of data
- The increase in average daily jail population is a direct result of changes specified in Neb. Rev. Stat. 81-1426.01, and
- Counties show the prioritization of funds received from the grant program for specified programs to reduce jail inmate population.

Estimated Size of Grant:

Funds will be apportioned to the counties as grants in accordance with the funding formula established that is based on the total number per county of individuals incarcerated in jails, and the total capacity of jails.

Additional Eligibility Criteria:

Counties within the State of Nebraska operating an adult detention facility may apply.

Funds may NOT be used for:
a. Construction of secure detention facilities, secure treatment facilities, secure confinement facilities, or county jails
b. Capitol construction or the lease or acquisition of new facilities.
