Contract for services of up to $48,000 to a Mississippi qualifying vendor to plan and implement a media campaign to promote parents’ awareness of summer nutrition services for low-income children. The selected vendor will use a range of media resources, such as radio spots and mobile advertising, as part of the campaign.

The offeror of this proposal shall provide the following: Media strategy planning and execution for the 2019 USDA Summer Food Service Program. The Program will be publicized throughout the state to increase parents' awareness of more than 750 feeding sites available for all children through age 18 when school is out for summer. A variety of media sources will be utilized such as radio spots and mobile advertising.

The offeror will charge a fixed fee for staff services related to planning and executing the media strategy.

The contractor will be responsible for all tasks required to complete the task as described in the Scope of Work. It is anticipated that this shall include but not be limited to:
- Review program information and data to be provided by MDE to determine media coverage locations and saturation for the anticipated date range of May 25 through June 30, 2019;
- Provide media coverage proposal to MDE to include a minimum of two types of coverage (e.g. radio sports, mobile advertising);
- Utilize free USDA SFSP marketing resources when practicable; and
- Secure media coverage as agreed upon by MDE.

Total budget for advertisement costs and staff services will not exceed $48,000.

Term of Contract:

The anticipated initial contract period will be from when all parties sign through June 30, 2019.

Additional Eligibility Criteria:

The offeror shall provide the following minimum information:
- The name of the offeror, the location of the offeror's principal place of business and, if different, the place of performance of the proposed contract;
- The age of the offeror’s business and average number of employees over a previous period of time, as specified in the Request for Proposals;
- The abilities, qualifications, and experience of all persons who would be assigned to provide the required services;
- A listing of other contracts under which services similar in scope, size, or discipline to the required services were performed or undertaken within a previous period of time, as specified in the Request for Proposals; and
- A plan giving as much detail as is practical explaining how the services will be performed.
- Types of media coverage offeror anticipates utilizing, targeting areas of the state with a high percentage of children eligible for free lunch during the school year and low participation in SFSP.

Pre-Application Information:

The deadline for submitting written questions by email is Tuesday, March 5, 2019 at 5:00 PM. Copies of all questions submitted and the responses will be posted to the MDE's website under the Public Notices section and will be available to the general public on Thursday, March 7, 2019.

The proposals must be received by 5:00 PM Central Time (CT) on Tuesday, March 19, 2019.

Advertisement costs will be billed to the contractor and reimbursed by MDE.

- March 5, 2019: Deadline for RFP questions
- March 7, 2019: Deadline for program office response to questions and posting to website
- March 19, 2019: Proposal due by 5:00 PM Central Time (CT) to Procurement
- March 20, 2019: Proposal opening
- March 22, 2019: Evaluation of proposals
- March 29, 2019: Notice of Intent to Award
- Effective when all parties Sign through June 30, 2019: Contract Start Date
