Opportunity for New York City nonprofit and for-profit organizations to partner with local secondary schools and high schools to offer high-quality support in the areas of operations, student services, and instruction, as well as to support multilingual learners and students with disabilities. Funding is intended to improve student outcomes in the local area.

The New York City Department of Education (NYCDOE) on behalf of the Affinity Schools NYCDOE Citywide Office (Affinity) is seeking proposals from organizations experienced and capable in supporting schools in the implementation of alternative and innovative practices, systems and structures that lead to educational equity and excellence for all students.

Affinity provides support and advocacy for approximately 163 schools across New York City so that each school can enact its unique vision given the context of its Affinity Group affiliation and continuously improve in its efforts to ensure all students’ academic, emotional, and social success. The Affinity Partner Model is designed to promote student achievement in support of the Mayor’s and Chancellor’s Equity and Excellence for All agenda by providing the NYCDOE access to alternative and innovative models for support and to empower school leaders by giving them a choice among models of support.

Vendors may submit proposals for any one, multiple, or all of the following components:

  • Component 1: Tailored School Supports.
  • Component 2: Codifying Best Practices.
  • Component 3: School Incubation.
  • Component 4: Research & Development.

Providers may choose to propose to provide services for one, multiple, or all of the four (4) components. The successful proposer will be required to perform all the deliverables of the component(s) they are proposing for. For details about the components, see the Supporting Documents section below.

Partners are constituted amongst groups of schools that have a unique instructional/learning approach and/or design model and, in addition to Affinity, exist under the umbrella of a specific Superintendent. The services they provide under this collaboration, assist school leaders and leadership teams in driving improvements in instructional practices, school operations, planning and the enhancement of school programs.

Under this RFP, Affinity is seeking to build upon its success in student outcomes through its expertise in collaborating and coordinating with partners to be an incubator for innovative practices, dismantling the industrial complex approach to education and spawning creativity.

Estimated Size of Grant:

The NYCDOE anticipates the funding of the following awards for 20201–2022 school year and will revisit future awards contingent on the ability of funding: Component 1: up to 10 contracts; Component 2: up to 10 contracts; Component 3: up to 10 contracts; Component 4: up to 5 contracts.

Term of Contract:

The awarded contracts will be for a term of five (5) years. It is anticipated that services will commence on or about July 2021.

Additional Eligibility Criteria:

Organizations in New York City are eligible to apply. Proposer(s) may be a for-profit or not-for-profit institution. Individuals are not eligible to submit proposals for this RFP.

Proposer(s) must have a minimum of three (3) years of successful experience in providing the services or for projects of a similar nature and scope as those required in this RFP for the services under each of the component(s) they are submitting a proposal; preferably in an urban setting, to a large, socioeconomically and culturally diverse school system(s) and/or related educational organization(s). That is, if a provider is proposing for two components, they must have a minimum of three (3) years of successful experience for each individual component they are proposing for.

Providers will not perform direct instructional or educational services, nor will they be responsible for performing statutory duties that may not be delegated by the NYCDOE.

Proposers may join other organizations to submit a proposal.
