Grants of up to $50,000 to Pennsylvania and New Jersey nonprofit organizations in eligible regions to increase organizational capacity, develop measurable skills, and facilitate racial diversity of board members and senior members of staff. Applicants must demonstrate that at least 70% of their beneficiaries are considered low-income and marginalized populations. Eligible organizations are those that benefit the Greater Philadelphia area (Bucks, Chester, Delaware, Montgomery and Philadelphia counties in PA and Burlington and Camden counties in NJ).

Leadership Grants are made to nonprofit organizations that seek to:

  • Increase measurable skills and diversity of pipelines for senior staff and board members
  • Strengthen organizational capacity and nonprofit leaders in the areas of:
    • Governance
    • Management
    • Planning
    • Civic engagement
    • Board and staff development
    • Diversity, equity and inclusion

Requests to support leadership transition and to increase the diversity of senior staff leadership also will be considered.

Organizations must support Black, Indigenous, and people of color (BIPOC) and other historically marginalized and under-invested communities (e.g. low-wealth/low-income communities, women, queer- and trans-identified people, youth, undocumented immigrants, etc.)

Grant amounts range from $10,000 to $50,000.

Additional Eligibility Criteria:

Basic Eligibility for Leadership Grants
- Must be a 501(c)(3) nonprofit organization or fiscally sponsored by a 501(c)(3) nonprofit organization
- Must serve Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA; and Burlington and Camden counties in NJ)
- At least 70% of those served by organization can be categorized as low-income
- At least 70% of those served by organization can be catagorized as marginalized (women, youth, LGBTQ, disabled, Persons of Color, undocumented, returning citizen, Native).
- Statewide and national organizations with a local presence: Local office must raise at least 75% of its operating budget and have a local advisory board

Special requirements:
- Operating Budget above $100,000
- Must complete child abuse clearance and criminal background checks for all staff and volunteers who work with youth.

Strongly preferred:
- Interim or permanent executive leadership in place for at least three months.
- Limited familial relationships among board and staff members.

An organization is ineligible to receive funding through The Philadelphia Foundation’s discretionary grant program if it is one of the following:
- School (K-12)
- College or university.
- A center or a program housed in a university that raises less than 75% of its funding
- A local chapter of a national organization or program that raises less than 75% of its own funding
- Cemetery
- Government agency
- General childcare agency
- Library
- Organization that re-grant the funding they receive (umbrella funding organization).

Grants will not support strategic planning, websites and other similar operational capacity building projects. Generally, the Philadelphia Foundation does not use discretionary dollars to support organizations where there are familial relationships across the board and staff. For each request, PF will consider the type of family relationship and the controls in place to mitigate any perceived or actual conflict.

- To be considered for a grant in June 2021, apply by April 16.
- To be considered for a grant in November 2021, apply by Sept. 10.

Philadelphia Foundation will only consider one request for discretionary funding during a calendar year. Philadelphia Foundation's discretionary grantmaking programs include Advocacy, Direct Service, Fund For Children Strategic Investment in Youth, Impact, and Leadership. Organizations receiving discretionary grants are still eligible for YOUTHadelphia grants.
