Grant Description
Grants to Pennsylvania nonprofit organizations and municipalities serving eligible locations for water improvement projects. Applicants must contact the funding source prior to applying. Funding is intended for agriculture, storm restoration, and stormwater projects. The Clean Water Implementation Large Grant supports the installation of high-impact projects in priority locations to achieve nitrogen reductions for Lancaster’s Countywide Action Plan (CAP). Eligible applicants serve residents of Lancaster County.

Across Lancaster County, clean water is a priority. With the majority of Lancaster County streams and much of our groundwater unhealthy, the community is a priority area for reducing nitrogen, phosphorus and sediment by 2025 in accordance with Lancaster’s Countywide Action Plan (CAP). The Lancaster Clean Water Fund provides a unique opportunity for grantees to work landowners, leaders and communities across the county on education, restoration and protection projects to improve water quality. The fund supports the projects that address clean water priorities as well as the pollution reduction goals in Lancaster’s CAP. Projects funded are part of a communitywide collaborative effort to reach the shared goals of better water quality. 

Agriculture, stormwater or storm restoration projects are eligible. 

This funding is intended for implementation projects but design and/or engineering may be eligible for up to 25% of construction costs and 5% of administrative costs.

Additional Eligibility Criteria
Eligibility Requirements:
- Serve Lancaster County residents without discrimination
- Current 501(c)(3) designation from the IRS
- Registered with the Pennsylvania Bureau of Charitable Organizations unless otherwise exempt per the Institutions of Purely Public Charity Act
- Complete IRS Form 990 Annually
- Annual Audit or a financial review by an independent CPA within the last 12 months
- In good standing with all existing awards and contracts with the Lancaster County Community Foundation
- Provide organizational Non-Discrimination Policy meeting all federal requirements as it applies to your type of organization
- Be aware of the Community Foundation’s Anti-Hate policy

The Clean Water Fund also grants to municipalities.

Ineligible
The Community Foundation will not typically fund:
- Creation of a new organization
- Schools
- Capital campaigns/capital costs (equipment, building costs, maintenance)
- Political campaigns
- Expenses incurred before the grant is awarded
- Cemetery associations
- Religious causes that further a specific belief/agenda

May not receive grants from the same fund for more than 3 consecutive years

Pre-Application Information
Applications are due on September 30, 2023.

Applicants can expect to hear back regarding approval or denial of the application in early January 2024.

Match is not required, but will improve the efficiency score.

Estimated Size of Grant
Clean Water Implementation Large Grant: Grants of $100,000 to $500,000

Term of Contract
Projects should be able to be completed by June 2025, with the preference for those that will be completed by the end of 2024.
