Grant to a Baltimore County, Maryland nonprofit licensed child care provider or nonprofit organization to render childcare services to homeless children at a County shelter. Funding is intended to support the maintenance and operation of the shelter's daycare program for approximately 46-68 children from infancy to 5 years of age.
Baltimore County is requesting proposals from qualified applicants to maintain and operate the County’s Eastside Homeless Shelter, the child care center at the Eastern Family Resource Center. The center is located at 9150 Franklin Square Drive and is inside the Eastside Family Shelter. The County will provide the space as well as provide and retain ownership of initial capital items (major kitchen appliances, tables and chairs, cribs, cots, nap pads, and starting inventory of toys and supplies).
Children of the Eastside Family Shelter and/or former residents of the Eastside Family Shelter are given first opportunity to enroll children in the program, after which children from other Baltimore County homeless shelters will be accepted. The County envisions children attending the daycare program on either a full-time basis, or drop-in basis if spots are available.
Baltimore County is looking for creative proposals that comply with child care licensing requirements while understanding the fluid nature of enrollment levels as family compositions change with shelter entry and exits.
The Provider will operate a continuous twelve month child care program, knowing that the approved length of shelter stay is 90 days and thus children will by cycling in and out during the program’s twelve month operations.

For the purpose of this initial grant Request for Proposal (RFP), a maximum of $125,000 in grant funds will be available. Subsequent renewals may be made and Baltimore County can provide up to $250,000 annually for the grant renewal period.
For the purpose of this initial grant, the initial term will be the six-month period from January 2020 through June 2020. Subsequent renewals will be July 1 - June 30 and Baltimore County can provide funding for the grant renewal period.
