Grants to Pennsylvania nonprofit organizations, governmental bodies, and churches for high-quality early education projects in Cambria and Somerset counties. Funding is intended to prepare children for kindergarten and ensure literacy by third grade.

It is estimated that only about 30% of children who need child care in the community are served in high quality settings under current capacity. The eventual success of these young students is important for the region’s future in terms of developing a workforce and a strong, civil community. High-quality Early Childhood Education is a critical resource for that success because it significantly increases school readiness, putting children on a path for higher educational attainment and workforce productivity in years to come. Furthermore, well-trained and adequately paid educators are a critical component in accomplishing this goal.

Therefore, the Foundation invites applications targeted in both of the following two key areas:

- Projects that will improve facilities, equipment, and any other resources (i.e., shared services, facility needs, curriculum, technology, planning/needs assessments, or matching grants toward Keystone Stars certification) necessary in order to expand a program from a low-quality program to a high-quality program
- Projects that will incentivize Early Childhood Education staff and support their professional development needs (including required continuing education credits, assistance toward paying for credits needed for certification, associate's degrees, and/or bachelor's degrees, etc.)

Additional Eligibility Criteria:

Applicants must:
- Have a 501(c)(3) tax-exempt status or be a governmental body or church. (If an applicant does not have the IRS status indicated, they need to work with an organization that does. This is called a "fiscal agent." The Foundation recommends contacting your local school district, or church to ask them to be the fiscal agent for this program. For more information about this, please contact Angie Berzonski.)
- Have at least a STAR 2 rating certified through the Keystone STARS program.
- Serve residents of Cambria or Somerset County.
- Serve at least 5 students between the ages of 0-5.
- Not apply for debt financing or for projects that have already taken place. If the project has already occurred it is not eligible.
- Explain how this project will help the organization become a high quality early learning center and/or increase its Keystone STARS rating.

What will not be funded by the Community Foundation?
- Debt
- Activities that occurred prior to the beginning date of the grant
- Individuals
- Religious organizations for religious purposes
- Government entities for basic services
- Projects that discriminate on the basis of ethnicity, race, color, creed, religion, gender, national origin, age, disability, marital status, sexual orientation, gender expression, or any veteran status.

Pre-proposal Conference:

Early Childhood Education Grants Workshop

Organizations that are interested in applying for funding are encouraged, but not required, to attend a workshop to help them understand project objectives and learn more about the application process.
