Contracts for services to Albuquerque, New Mexico nonprofit organizations and government units for programs designed to address the immediate needs of homeless families and individuals. Funding is intended for rental help, ongoing support services, and assistance with the transition to permanent housing. The proposal should include best practices, including trauma-informed care, harm-reduction and person-centered approach, and community collaboration that deliver improved outcomes.

Services must include, but not be limited to: (1) Providing rental assistance via housing vouchers, including deposits and utility assistance as needed to obtain a rental unit; (2) Developing and supporting success of an individualized service plan; (3) Providing linkage to and continuity support for services, or directly providing supportive services, such as case management, counseling, job readiness training, vocational classes, and life skills education; and (4) Assisting in transitioning to permanent housing.

Term of Contract:

Rapid Re-Housing assistance for the individuals and/or families can be provided for up to one year. Services funded by this RFP are to commence November 1, 2019 and continue through October 31, 2021.

Additional Eligibility Criteria:

An agency that is a unit of state or local government and/or an agency currently incorporated as a nonprofit corporation, duly registered and in good standing with the State of New Mexico Public Regulation Commission, which has not-for-profit status under 501(c)(3) of the U.S. Internal Revenue Service Code and which has demonstrated capability in providing the services for which it is applying is an eligible responder for award of a contract pursuant to this RFP.

The program must work with the Coordinated Entry System (CES). The CES Prioritized List, as described in the Rapid Rehousing Continuum of Care Common Standards, must be used to select which household will be housed when there is an opening. The program must work collaboratively with other organizations as identified and requested by the City.

Contractors are required to assure that no funds awarded through the program will be used for sectarian religious purposes. Independent, not-for-profit entities established by primarily religious organizations, however, may be assisted as long as: a) there is no religious test for admission for services; b) there is no requirement for attendance at religious services; c) there is no inquiry as to a client’s religious preference or affiliation; d) there is no proselytizing; and e) services provided are secular and non-sectarian.

Pre-Application Information:

Respondents must submit their proposals no later than 4:00 p.m. local time, Friday, August 30, 2019. Proposals may be hand delivered or mailed to the Office of the City Clerk.

Technical assistance will be provided at the request of responder agencies by the City of Albuquerque Department of Family & Community Services, Heidi Shultz, Homeless Programs Division Manager.

The City’s Westside Emergency Housing Center (WEHC) is open year-round and it is open 24 hours on the weekends. Applicants should describe how they will collaborate with this emergency housing center to ensure that emergency housing residents have access to the services described in the proposal.
