Grants of up to $10,000 to Yukon registered charities and municipalities to address urgent community needs due to Coronavirus (COVID-19). Funding is intended to strengthen the capacity of frontline community service organizations providing services to support vulnerable individuals and families impacted by the COVID-19 pandemic.

The ECSF will provide financial support for community services that:

  • Address a pressing social inclusion or wellbeing need caused or worsened by COVID-19,
  • Serve one or more vulnerable groups.
  • Will be carried out with a reasonable budget before March 31st, 2021.

Funding may be used to support:

Food security, financial wellness, health and hygiene, home care or personal support services, information and navigation, legal supports, mental health and wellness, shelter, safety, social inclusion and learning, transportation, engaging and recruiting volunteers, community outreach and engagement, and/or other.

Funded activities may include:

Preparing and delivering meals and/or food hampers; Supporting individuals in accessing income supports and financial coaching; Providing home care or personal support for seniors, elders, and persons with disabilities; Mental health & wellness supports, including crisis counselling and peer support; Personal safety supports, including for those living in or escaping situations of violence; Access to safe transport for essential appointment and errands.

Vulnerable individuals include:

Caregivers, children and youth, indigenous peoples, low income or living in poverty, members of LGBTQ2S+ communities or non-binary, newcomers (all), official language minority communities, people experiencing domestic or gender-based violence, people experiencing homelessness, people living in group homes or supportive living (under the age of 55), people living with mental illness, people struggling with addiction, persons with disabilities, prison populations (detained and incarcerated people), racialized (all), seniors and Elders (not in care), seniors and Elders (living in care), students (post-secondary), workers who are vulnerable (essential workers, temporary foreign workers, workers in the informal labour market, etc.), veterans, and women and girls, and/or others.

Eligible expenses include wages and benefits, professional fees, travel and accommodations, materials and supplies, printing and communication, equipment rental/lease/maintenance, administration costs, capital costs, and disability support for staff.

United Way Yukon will be issuing grants between the ranges of $1,000 and $10,000.

Additional Eligibility Criteria:

United Way Yukon funds charities and other qualified donees. For the ECSF, United Way will also consider funding nonprofits on a contract basis.

Examples of Qualified Donees include:
- Registered charities
- Registered Canadian Municipalities
- Registered municipal or public bodies performing a function of government in Canada

Organizations are eligible if the organization:
- is a registered charity in Canada, or other qualified donee,
- maintains a volunteer Board of Directors that meets regularly,
- hosts a public Annual General Meeting,
- has financial statements that have been audited by a licensed public accountant (or financial review for charities or not-for-profits with annual revenues less than $100,000),
- commits to providing eligible emergency supports to one or more groups of vulnerable people, as defined by ESDC, with funding used in full by March 31, 2021,
- has not already received funding for the same activities from the Government of Canada or other source (i.e. the organization is not receiving funding for the same activity from more than one source),
- commits that government funding for the proposed activities will not exceed more than 100% (including any mix of municipal, territorial or federal funding),
- grants permission for their application and contact details to be shared with Community Foundations Canada and Canadian Red Cross for funding consideration and coordination.

Purchase of lands or buildings, and any expenses that are covered by another funding source, are ineligible.

May 19, 2020: Launch of the ECSF in Yukon
June 14, 2020: Applications to be submitted by midnight local time
July 31, 2020: Funding allocations made public on or before this date

Organizations may seek ECSF funds acting alone, or as part of a partnership. Organizations may also seek funds for more than one service. Separate requests should be completed for each service.

Organizations do not need to be a current funded agency to apply.

If activities or services are underway, organizations can apply for additional resources to expand and/or extend the delivery of service for a longer time.
