Grants to Alabama nonprofit organizations and government agencies in eligible locations for assistance related to the Coronavirus (COVID-19) health crisis. Funding is intended to support public facilities and public services that help low and moderate-income populations during the pandemic. Eligible applicants are located and serve the residents of Anniston.

The CDBG Program has three national objectives:

  • Provide a direct benefit(s) to low to moderate-income households
  • Prevent or eliminate slum or blight
  • Address an urgent need or problem within the community

Public Services:

  • Carry out job training to expand the pool of health care workers and technicians that are available to treat disease within the community
  • Provide testing, diagnosis, or other services at a fixed or mobile location
  • Increase the capacity and availability of targeted health services for infectious disease response within existing health facilities
  • Provide equipment, supplies, and materials necessary to carry out a public service
  • Deliver meals on wheels to quarantined individuals or individuals that need to maintain social distancing due to medical vulnerabilities

Buildings and Improvements, including Public Facilities:

Acquisition, construction, reconstruction, or installation of public works, facilities, and sites, or other improvements

  • Construct a facility for testing, diagnosis, or treatment
  • Rehabilitate a community facility to establish an infectious disease treatment clinic
  • Acquire and rehabilitate, or construct, a group living facility that may be used to centralize patients undergoing treatment

Rehabilitation of building and improvements (including interim assistance):

  • Rehabilitate a commercial building or closed school building to establish an infectious disease treatment clinic, e.g., by replacing the HVAC system
  • Acquire and quick rehabilitate a motel or hotel building to expand the capacity of hospitals to accommodate isolation of patients during recovery
  • Make interim improvements to private properties to enable an individual patient to remain quarantined on a temporary basis.

Estimated Total Program Funding:

$134,132

Term of Contract:

The contract period for the project, if approved, will begin October 1, 2021, and end no later than September
30, 2022.

Additional Eligibility Criteria:

The applicant must
a. have nonprofit status for at least one (1) full year, or
b. have two (2) full years of operating experience under another nonprofit entity, or
c. be a local governmental entity or agency
d. The applicant must be registered to conduct business in the State of Alabama at the time of application. (Not applicable to governmental agencies)
e. Non-profit organizations must have an active Board of Directors within the last 12 months. (Not applicable to governmental agencies)
f. The applicant must have at least twelve (12) months experience directly related to the proposed project or program.
g. Each applicant must submit proof that the organization has registered with the U.S. System for Award Management. Visit www.sam.gov

In order for a project or program to qualify for CDBG funds, 51% of the program beneficiaries must be low- to moderate-income as defined by HUD. The following table reflects the current HUD income limits for one- to eight-person households who earn at or below 80% of the Area Median Income (AMI) for Anniston-Oxford-Jacksonville, Alabama including Calhoun County, Alabama.

Recommendations for grant awards will be provided to the City Council during the month of August 2021.
