Grants to Washington, DC nonprofit organizations to install home heating systems. Funding is intended to deploy heat pump water heaters in multifamily properties. The purpose of the program is to achieve carbon neutrality and phase out the use of fossil fuels for hot water.

HPWHs offer a solution, but market penetration is only 2% nationally, representing a need for further testing and validation of their potential. Proposed projects should incorporate the following: assistance for property owners to identify appropriate advanced water heating technology that will save energy and operating costs; education to property managers to properly operate and maintain the new systems; a strategy for demonstrating results so the technology can be validated and utilized by other building owners; and an evaluation plan for measuring improved indoor air quality and occupant health due to the elimination of onsite fossil fuel combustion.

Typical allowable costs are:

  1. Rental of office space, some vehicles, and some equipment;
  2. Employee salaries and benefits;
  3. Contractor labor, including professional services;
  4. Accounting and bookkeeping services;
  5. Communications, including telephone and data services;
  6. Printing, reproduction, including signage;
  7. Materials and supplies;
  8. Computers and printers;
  9. Small tools;
  10. Some field equipment, typically below $5,000 in value;
  11. Postage and shipping;
  12. Necessary travel, meals and lodging; and
  13. Insurance.

Nonprofit organizations, including those with IRS 501(c)(3) or 501(c)(4) determinations

Non-Allowable costs include:
-Most major equipment, like vehicles;
-Lobbying, including salaries and overheads and out-of-pocket expenses;
-Interest payments on loans;
-Most food; and
-Land purchases.

Pre-Application Information:

-Publication Date: 9/4/2020
-The cut-off date for receipt of any questions is 11:59 p. m. on September 15, 2020
-Application Deadline: 9/18/2020 at 4:30 p.m.
-DOEE expects to notify each Applicant in writing of its status within one to two weeks after the application due date.

A Grantee may use grant funds only for allowable grant project expenditures. Grant funds related to work performed will be provided on a reimbursement basis, except that an advance of funds may be provided for grant administration expenses in limited circumstances for good cause approved by DOEE at its sole discretion.
