The SHSP is a reimbursable, federally funded pass-through grant program to assist local and tribal all-hazard preparedness activities (planning, equipment, training, and exercise) that address identified gaps or capability targets where a connection to terrorism exists.
The State of Alaska directs that the 2023 SHSP work toward closing gaps and meeting capability targets identified from a jurisdiction’s Alaska Assessment or exercise/event after-action reports (AARs). By addressing these needs, the State ensures projects are measurable and aligned to Alaska’s Stakeholder Preparedness Review (SPR) and Threat and Hazard Identification and Risk Assessment (THIRA).
