Grants to Minnesota county governments, Indian tribes, and multicounty social services collaboratives to support programs that benefit residents with disabilities and allow them to continue living in their community. Funding is intended to help local governments incorporate housing resources into their human service delivery systems. Grants are available to support outreach; housing resource specialists; and the administration of the Minnesota Housing Support program.

Grant Categories:

  • Outreach: Funding for outreach efforts may be used to locate and engage people who are homeless, unstably housed, or who want to relocate from hospitals, treatment centers, corrections, or other facilities into their own home in the community. This funding will be used to identify individuals in need and assist with referral services to community living resources to meet an individual's needs and choices. 
  • Housing Resource Specialist: Regional housing resource specialists will be integrated into the human service delivery system to provide technical assistance and consultation for individuals with disabilities, advocates, providers, and government staff on housing and related support service resources. Specialists will help people understand availability and access for housing-related resources, including HUD, MN Housing, DHS, public housing authorities, and private-market resources available to individuals with disabilities and low-income. 
  • Administration and/or Monitoring of the Program: Streamline the administration and monitoring of the Housing Support program.

Eligible costs for all categories include, but are not limited to:

  • Staff salaries and benefits;
  • Work-related travel;
  • Training costs;
  • Application fees for rental housing applications; and
  • Administrative costs.

Term of Contract:

The term of any resulting contract is anticipated to be for two years, from July 1, 2021 until June 30, 2023. The STATE may extend the contract up to a total of five (5) years.

Additional Eligibility Criteria:

Minnesota counties, federally recognized Indian tribes, or multicounty social services collaboratives are eligible to apply for funding as qualified Responders.

Costs associated with professional printing and any fundraising-related expenses are not allowed to be covered by this funding.

Pre-proposal Conference:

A Responders’ Conference will be held on March 18, 2021, at 10:00 – 11:00 Central Time via WebEx. Registration is required.

The conference will serve as an opportunity for Responders to ask specific questions of State staff concerning the project. Attendance at the Responders’ Conference is not mandatory but is recommended. Responders may attend via conference call.

Oral answers given at the conference will be nonbinding. Written responses to questions asked at the conference will be sent to all identified prospective Responders after the conference.

Pre-Application Information:

The deadline to submit applications is Friday, April 9, 2021, by 4:00 PM Central Time.

Responders’ questions regarding the RFP must be submitted in writing via email prior to 4:00 p.m. Central Time on March 16, 2021.
