Grants of up to $10,000 to South Carolina local education agencies for programs that ensure that homeless youth and children are able to access public education. Funding is intended to remove barriers preventing these children and youth from attaining the same education and academic achievements as their peers.

The purpose of this subgrant opportunity is to improve the identification, enrollment, attendance, and success in school of homeless children and youth. LEAs will use funds to focus on enhanced identification and delivery of services to homeless children and youth by establishing policies and procedures, developing communication tools and resources, and collaborating and coordinating services and training on best practices with internal and external agencies and organizations. 

Homeless children and youths should have access to educational and other services that they need to enable them to meet the same challenging state student academic achievement standards to which all students are held. In addition, homeless students may not be separated from the mainstream school environment based on their housing status.

Each qualifying LEA that submits an approvable application will receive an award of up to $10,000.

Additional Eligibility Criteria:

All South Carolina LEAs that do not currently have a McKinney-Vento competitive subgrant are eligible to apply for this non-competitive subgrant.

McKinney-Vento subgrant funds must not be used for
- Rent or utilities;
- Motel or temporary housing;
- Non-educational field trips (such as amusement or fun parks);
- High-priced educational field trips;
- Gift cards or other incentives for students or project staff;
- Religious activities;
- Promotional items;
- Any types of vehicles to transport students; or
- Purchase, construction, or renovation of a building.

Pre-Application Information:

The deadline to apply is 5:00 p.m., on August 1, 2021. Deadline extensions will not be permitted.

All applicants must have a unique entity identifier (DUNS number) for federal assistance. Also, the applicant must have and maintain an active registration in the federal System for Award Management (SAM) prior to submitting an application and throughout the application and award process and throughout the term of the subgrant.
