Grants to Arkansas organizations to enhance and expand services for individuals with HIV. Applicants are required to participate in an online workshop prior to applying. The purpose of funding is to provide social and healthcare-related services to patients, including transportation and nutrition assistance.

The purpose of this Request for Applications (RFA) is to solicit applications to provide Ending the HIV Epidemic (EHE) social worker services and community health worker assistance, as a part of funding by the Ending the HIV Epidemic Program in the State of Arkansas. Efforts of social workers and community health workers are in non-clinical locations throughout the state where HIV positive Arkansans can receive HIV interventions, psychosocial support, and course-plotting to expedited HIV care and treatment assistance.

Supportive Services Requirements

  1. Applications submitted in response to this RFA must include the following components: Ending the HIV Epidemic (EHE) services must include the provision of HIV medical and supportive services transportation assistance. This assistance can be in the form of gasoline cards and/or direct transit reservations (ex:Uber/taxi; bus; cab; etc.).
  2. EHE services must include the provision of nutritional assistance to HIV positive clients. This assistance can be in the form of gift cards to the local grocer (ex: Wal-Mart, Kroger, Harp's, etc.).

Core Services Requirements - Applications submitted in response to this RFA must include the following components:

  1. Ending the HIV Epidemic (EHE) Facilities established by funded applicant must be physically located in the counties indicated for each region outlined on the attached "Funding Allocation Table” and must provide services for the counties indicated within the region. Satellite EHE Facilities must be developed in the counties indicated.
  2. Provide comprehensive client-centered HIV assessment and coordination services by a multidisciplinary team that includes licensed certified social workers (LCSW) and community health workers (CHW). Awarded applicant will be provided by the ADH EHE Program a detailed standards manual, EHE program documents/ forms, and required work-flows for the Arkansas EHE model.

Estimated Size of Grant:

Maximum amount of funding available for awarding is up to $1,312,350 for the first contracted year. For subsequent renewal years, funding will be awarded up to $934,385.

Term of Contract:

The anticipated period shall be from September 1, 2021 through August 31, 2022.

The initial term of a resulting sub-grant will be for one (1) year. Upon mutual agreement between the applicant and the agency, the sub-grant may be renewed for up to six (6) additional one-year terms or portions thereof contingent upon appropriation of funding and approvals.

Total contract term, including any amendments and/or possible extensions, not to exceed seven (7) consecutive years.

Additional Eligibility Criteria:

Applicant must meet the following to be eligible to obtain funding:

A. Funded organization(s) must have the current supervisory structure within their entity for oversight and supervision of the employed Licensed Certified Social Workers (LCSW) and Community Health Workers (CHW).
B. Do not currently receive Ryan White Part B sub-recipient funding.
C. Positions or roles outlined in the applicant’s proposal and budgeted for through funding must have appropriate licensure and/or certification as required by Arkansas law. Documentation will be required for submission to the program upon awarding or hiring of personnel. In addition, personnel funded through this award will be required to complete the HIV Prevention Voluntary, Counseling, and Training (VCT) certification course.
D. Funded organization(s) must attend and participate in meetings and trainings (fiscal and programmatic) required by the ADH EHE program.
E. Funded organization(s) must ensure mechanisms within their system for reporting data to the ADH EHE program and ensure timely submission of reporting as outlined within EHE Standards Manual provided.
F. Funded organization(s) personnel associated to the activities under the awarded funding must complete the ADH Infectious Disease Branch, CDC required Security and Confidentiality Training module and receive certification

Applicants’ written questions will be consolidated and responded to by the State. The State’s consolidated written response is anticipated to be posted to the ADH website by the close of business on 056/17/2021.
