Grant to a Washington, DC taxi or transportation company to manage a transportation services program for District residents. Funding is intended for the provision of transportation to predetermined destinations for individuals who have been impacted by violent crime. The grantee will offer for-hire services to eligible residents.

The Department of For-Hire Vehicles (“DFHV”) is seeking an approved Digital Taxi Solution (“DTS”) provider, transportation network company (“TNC”), or a business partnership of a DTS and a TNC provider as a single entity (hereinafter “Awardee” or “Applicant”) to provide transportation service supporting Building Blocks DC’s (“BBDC”) Promise Rides program.

The purpose of this project is to provide transportation services for District of Columbia (“DC") residents who have been impacted by the effects of a violent crimes by removing transportation barriers and connect victims, at risk individuals or returning citizens to community-based services. The development and implementation of the program must be flexible for constituents of the Gun Violence Prevention (“GVP”) community and adapted to several variety of needs such as connecting victims of or those directly impacted by gun violence to trauma services, as well as job training, education, interviews for employment, medical centers, and social service locations. This is a newer initiative continually being enhanced for DC residents. This project also is managed by DFHV who has partnered with BBDC to continue and enhance this transportation service throughout Fiscal Year 2023 (“FY23”). 

Applicants are expected to provide a cost-effective, high-quality transportation services on behalf of BBDC to DC residents seeking these services. Providers are expected to offer curb-to-curb service, with up to two pickups (one for the passenger and one for an escort) to a list of predetermined sites.

The program will emphasize coordination between several parties, such as, DFHV and BBDC staff, community-based social and medical support service providers and escort aides (when required). The program will provide both on-demand and pre-booked transportation services, that is available through multiple booking modes.

The total value of the grant, which is subject to change by BBDC, is one hundred and fifty thousand dollars ($150,000) for completed trips.

Promise Rides trips shall be reimbursed at a flat trip rate of twenty-two dollars ($22), and a fifteen-dollar ($15) “no show” if the trip request is cancelled within the ten (10) minute pick up timeline or the customer does not show within the ten (10) minute pickup timeline.

Term of Contract:

The applicant must be ready to begin service within fourteen calendar days or less of award and willing to participate in the planning and testing activities with DFHV and BBDC prior to service launch, if needed. The anticipated program start date is October 1, 2022 and will continue throughout FY2023 (September 30, 2023). The program will operate 24 hours per day, 365 days per year.

Additional Eligibility Criteria:

Eligible Applicants: DFHV licensed taxicab companies or transportation network companies who have current and valid operating authority as a Digital Taxicab Solution (“DTS”) Provider or a Digital Dispatch and Phone Dispatch Services (DDS), or a joint business partnership identifying the lead and roles per provider.

The District requires all grant recipients to meet the requirements listed below:
1. Clean Hands Certificate,
2. Promises, Certifications, and Assurances: Appendix I must be signed and dated ,
3. Insurance Affidavit: Appendix II must be signed and dated,
4. Certification of Insurances: Appendix III describes the COIs and waiver of subrogation needed to be submitted,
5. IRS W-9 form: A completed IRS (2017) form W-9,
6. Current DC Business License, and
7. Current Certified Business Enterprise (“CBE”) certification (not required but 10 additional points will be added to each applicant submitting a CBE certification).

Pre-proposal Conference:

Applicants interested in learning more or who would like to ask questions about the RFA are strongly encouraged to participate in the information session scheduled on Thursday, September 8, 2022; 1:30 pm – 2:30 pm EST.
