PENN-NORTHWEST SHALL BE THE LEAD ECONOMIC DEVELOPMENT ORGANIZATION IN MERCER COUNTY REPRESENTING THE COUNTY IN ALL ECONOMIC DEVELOPMENT MATTERS.
