Grant Description
Grants to Oregon nonprofit organizations, government agencies, and tribal entities to address the needs of local communities. Funding is intended for general organizational operating support. Priority will be given to organizations that serve historically underseved poplulations.

In the 2025 Spring Cycle, funding will prioritize small rural organizations, culturally specific organizations, and culturally responsive organizations. 

Program Goal: To provide equitable access to flexible funding for organizations serving the most pressing needs in communities throughout Oregon.

Funding will go to a broad range of organizations to support small capital, capacity-building and new or expanding programs or projects that will deepen, enhance or grow work in their community.

Additional Eligibility Criteria
• OCF can only consider grant applications from public charities that have 501(c)(3) status with the IRS and are registered with the Oregon Department of Justice. Government entities, churches and federally recognized tribes are also eligible to apply for OCF grants.
• Other types of organizations may work with a 501(c)(3) fiscal sponsor to become eligible; an official agreement outlining this relationship must be submitted with the application.
• Organizations that have active grants with other OCF grant programs — except the Arts and Culture Rebuilding Program — are eligible to submit an application in 2025.

For the 2025 Spring Cycle, competitive organizations should fit into one or more of the following categories:
• Small rural organizations in Oregon that meet both of the following criteria:
- Located in and serves a community (or communities) with a population of 35,000 or less and is not directly adjacent to (or part of) a metropolitan area of 50,000 or more.
- Less than $250,000 in cash expenses during its most recently completed fiscal year.
• Culturally specific organizations serve a distinct cultural community and are primarily staffed and led by members of that community. They have intimate knowledge of the community’s lived experience, including, but not limited to, the impact of structural and individual racism or discrimination on the community; knowledge of specific disparities, barriers or challenges documented in the community and their influences on the structure of their program or service; and the ability to describe and adapt services to the community’s cultural practices, health and safety beliefs/practices, positive cultural identity/pride, religious beliefs, etc.
• Culturally responsive organizations adapt their services to maximize respect for and relevance to the beliefs, practices, culture, and linguistic needs of diverse populations and communities. “Cultural responsiveness” entails an ability to respond to the issues of diverse communities, which requires knowledge and capacity at systemic, organizational, professional, and individual levels of intervention.

Ineligible
Organizations that received a Community Grant in 2024 are not eligible for a 2025 Spring Cycle Community Grant for general operating support.

The 2025 Spring Cycle will not direct funds toward specific programs such as internships or scholarships.

Organizations typically not funded:
• Individual schools.
• Re-granting programs.
• Lobbyists.
• Public entities typically funded by government dollars.
• Religious organizations.
• Organizations doing scientific research.
• Animal-focused organizations.

Estimated Size of Grant
The maximum award is $40,000, but the average size is $15,000–$20,000.

Term of Contract
The grant duration is one year, with awards in May 2025. For 2025, general operating grants will not exceed the organization’s recently completed yearend operating budget.
