Grants of up to $15,000 to Richland County, South Carolina nonprofit organizations to improve the quality of life for county residents. Funding is intended for service-based projects to help the county's underserved populations. Funding is also intended for activities that provide solutions by way of systems or approaches that can prevent, mitigate or resolve individual, family, or community problems.

Project Eligibility Criteria:

  • The activity:
    • Meets service-type activities outlined in the organization’s mission, long-range plans, goals, and objectives.
    • Provides opportunities for underserved populations in Richland County.
    • Provides solutions by way of systems or approaches that can prevent, mitigate, or resolve individual, family, or community problems.
  • Richland County Council shall make all awards pursuant to this grant program.
  • Organizations receiving A-Tax funds will not be considered for funding unless waived by majority vote of Council.

Eligible Expenditures: 

  • Expenditures must be consistent with the application budget.
  • Project or event vendors will not be paid directly by Richland County.
  • All vendors paid through grant funds must be licensed by the appropriate authoritative bodies (e.g., Richland County, City of Columbia, and State of SC).
  • The budget should reflect in financial terms the actual costs of achieving the objectives of the project(s) proposed in the application.

The Discretionary grant program has an upward limit on the amount that can be awarded to each organization. These limits are $10,000 for 2-3 year grants or $15,000 for one-time grants.

Term of Contract:

July 1, 2020 - June 30, 2021: Grant Period/Fiscal Year. Organizations must apply for either a one, two, or three year funding option.

Additional Eligibility Criteria:

- Organizations in existence at least one year before requesting funds.
- Proof of non-profit status.
- Religious organizations may receive funding: County may not sponsor nor provide financial support to a religious organization in a manner that would actively involve it in a religious activity. Funds must be solely used for secular purposes and the principal/primary goal of the sponsored activity cannot promote the advancement of religion.
- Richland County will not award H-Tax funds to individuals, fraternal organizations, or groups that endorse/support political campaigns.
- Grantee organizations must not re-grant County funds to other organizations. All funds must be spent on direct program expenditures by the organization granted the allocation.
- All organizations that use a fiscal agent to administer grant funded projects through the H-Tax Program can only do so for one fiscal year: Must have a 501 (c) 3 tax exempt status to receive future H-Tax Grant funds.

Richland County will not award Discretionary grant funds to individuals, fraternal organizations, or groups that endorse/support political campaigns.

Organizations receiving one-year funding in Fiscal Year 2020(FY20) must wait until Fiscal Year 2022 (FY22) before they can apply again.( The Fiscal Year runs July 1st to June 30th)

Non-Eligible Expenditures: Discretionary
- Invoices outside the funding year.
- Fundraising projects.
- Debt reduction.
- Endowment development.
- Medical research/Health related issues.
- Conference travel (e.g., mileage reimbursement, lodging, meal expenses).
- Conference underwriting or sponsorship.
- Gift cards.
- Awards, prizes, and cash payments.

Pre-Application Information:

Grant applications will be available from December 2, 2019 until February 5, 2020.

- December 2 - February 5: Request for Applications in Zoom Grants; Application due date February 5
- February and March 2020: The Committees meet and applicants present
- April - June 2020: County Budget Process including Council Work Sessions; Budget Hearing; Three Readings of the Budget
- June and July 2020: Grant Award Notifications
- July 1, 2020 - June 30, 2021: Grant Period/Fiscal Year
- Reporting: Mid Year Report Due January 31, 2021; Final Report Due July 31, 2021

Payment Procedures:
- Up to 75% of the allocated funding will be provided upfront: The remaining 25% or the balance of the allocation will be provided once a Mid-Year report is submitted, reviewed and approved by the Grants Manager.
- Organizations requesting allocated funding upfront must include price quotes for the planned expenditures: All invoices, quotes and proofs of payment must equate to the amount being requested and approved upon review of the Grants Manager.
- Payments will not be processed until all required information is submitted to the Budget and Grants Management Office: Required information includes the completed payment request form, a W-9 form, a detailed list of expenditures and a current balance sheet for the organization.
- Payments will be processed within 30 days of request.
