Grants to Horry County, South Carolina nonprofits, for-profits, government agencies, and faith-based organizations for a range of community development activities that benefit low and moderate income communities. A mandatory applicant workshop is scheduled for January 29. The focus of this current funding round is on the provision of public services.
Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) in order to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities. Federal law requires that community development grant funds primarily benefit low and moderate-income persons. Funds may also be used for activities that help prevent or eliminate slum or blight, or for projects that meet urgent community needs.
The 2018 – 2019 funding round will focus on Public Services. Provision of public services (including labor, supplies, and materials) including but not limited to those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, homebuyer down payment assistance, or recreational needs will be considered for funding. Other activities may be considered if they meet the criteria in 24 CFR 570 and can justify that the activity can address a prioritized community need as indicated in the Horry County HOME Consortium Five Year Consolidated Plan. Additional proforma worksheets will be required, please contact Horry County Community Development if your proposal includes acquisition/construction efforts.
In addition, preference will be given to applicants that address the needs in targeted neighborhoods. The 2018 – 2019 CDBG target neighborhood is the Racepath Community located in Myrtle Beach.
Additional preference will be given to applications which address an identified contributing factor to a fair housing issue listed in the Horry County HOME Consortium Assessment of Fair Housing.

One mandatory public workshop will be held to discuss 2018-2019 Community Development Block Grant applications on January 29, 2018 10:00 AM – 11:30 AM.
The public workshop will be held at the Horry County Community Development office located at 1515 Fourth Avenue in Conway.
During this presentation, important information about the types of eligible projects will be reviewed along with rules and regulations that govern the program. All applicants are required to participate in order to discuss their potential projects. This meeting will ensure project eligibility and provide technical assistance about the application and the CDBG program before an agency invests the time and resources necessary to complete an application.

Horry County anticipates receiving approximately $2,000,000 for the 2018-2019 CDBG program year. Of the total grant award, approximately $748,000 will be provided to the City of Myrtle Beach and City of Conway. In addition, up to $75,000 will be made available to outside agencies for projects.
Applications are due no later than February 14, 2018 at 5:00 PM to be eligible for funding consideration.
