Grant Description
Grants to Pennsylvania municipalities, counties, watershed associations, conservation districts, nonprofits, and educational institutions for environmental projects that address nonpoint source pollution. Applicants must contact staff prior to applying. Funding is intended to support projects related to waterways, treatment facilities, forfeited land reclamation, and abandoned mine drainage.

The programs covered under the Growing Greener Plus Grants Program are:

  • Growing Greener Watershed Restoration and Protection: The purpose is to restore Pennsylvania’s impaired waters and protect waterways from nonpoint source pollution.
  • Surface Mining Conservation and Reclamation Act (SMCRA) Bond Forfeiture: Grants under this program are authorized through Section 18 of SMCRA of 1977.
  • Stormwater Management Planning (Act 167) Grants: Grants under this program are authorized through Storm Water Management Act (Act 167 of 1978). 

Priorities: In the grant application review process, DEP prioritizes projects that address priority areas. These priority areas include:

  • Watershed Restoration: Design and Construction Projects 
  • Stormwater Management Planning:  Stormwater management planning grants in accordance with Act 167.
  • Planning: Plan development for agricultural erosion and sediment control or nutrient and manure management. 
  • Watershed Protection
    • Healthy Waters Initiative (HWI)
    • Watershed Renaissance Initiative 
  • Chesapeake Bay Phase 3 Watershed Implementation Plan (WIP) Activities 
  • Environmental Justice: Projects occurring in Environmental Justice (EJ) Areas

Recipient

Additional Eligibility Criteria
Eligible applicants or sponsors must be one of the following:
- Incorporated watershed association
- County, including county planning commission, or municipality
- County conservation district
- Council of governments or
- Other authorized organization that is one of the following:
(1) A tax-exempt corporation under Section 501(c)(3) of the Internal Revenue Code and registered with the Pennsylvania Bureau of Charitable Organizations. If an applicant/sponsor is claiming an exemption from registering with the Bureau of Charitable Organizations, the applicant/sponsor must provide proof of such exemption with the application. Conservation commissions or foundations created by state or federal legislation or action are exempt from the incorporation requirement.
(2) Educational institution
(3) Municipal authority

Pre-Application Information
Applications will be accepted beginning at 8 a.m. on Friday April 21, 2023, through 11:59 p.m. on Friday, June 23, 2023.

All Growing Greener grant applicants should contact the appropriate DEP staff as soon as possible to discuss the anticipated project, but no later than Friday, June 2, 2023. Applicants should also contact their County Conservation District Watershed Specialist by June 2, 2023.

For Growing Greener, a 15% match of the grant request is required.

Estimated Size of Grant
The maximum grant request amount is $500,000. Applications requesting more than $500,000 are considered ineligible

Term of Contract
The project must be completed within 3 years from the contract execution date.
