Grants of up to $40,000 to California public and private organizations that serve women and young children in eligible regions. Funding is intended to support building renovation projects, construction projects, or equipment purchases. Consideration will be given to organizations that help pregnant women and children ages zero through five. This program should benefit residents from Tulare County.

The First 5 Tulare County Commission has funding available for one-time projects and requests proposals from organizations that serve Tulare County pregnant women and/or children ages zero through five interested in carrying out activities under the following type of program: Capital Grant Projects Program.

Capital Grant Projects Program is to support existing organizations by providing one-time funding to purchase equipment with a value greater than $5,000 per item or for building renovation or construction projects valued at $5,000 or greater.  Equipment purchases and building projects must have a life expectancy of at least five years. 

Capital Projects:  Land, equipment, curriculum purchases, building construction, and building renovation will be considered for funding. Building projects may require a deed restriction committing the use of the property consistent with Proposition 10 requirements for a minimum of 20 years.

Proposals must address a substantiated need of pregnant women and/or young children that falls within the scope of the First 5 Tulare County Strategic Plan July 2018 through June 2023.

Desirable Qualities:

  • The proposed purchase or project has the potential to reach a greater number of children and families by leveraging multiple funding sources.
  • A facility that is constructed or renovated will be available to the general public.
  • A construction or renovation project targets the needs of disabled children.
  • A renovation project addresses safety conditions.

First 5 may award no more than $40,000 to any one organization for this grant program.

Term of Contract:

The estimated commencement date for projects will be July 1, 2020, with completion dates variable depending upon the nature and scope of each project. Please specify a project end date that is consistent with the complexity of your project, but no later than June 30, 2021.

Additional Eligibility Criteria:

Public and private organizations that can demonstrate the organizational capacity to achieve the purposes of their proposal and provide appropriate fiscal oversight and accountability are eligible to apply. Grants will not be made to individuals or sole proprietors under this RFP.

Organizations that have not received a capital award in the past will receive priority over those that have.

- February 14, 2020 - Proposals due to First 5 Tulare County Office no later than 12:00 p.m.
- February 17, 2020, through March 20, 2020 – Proposal review and scoring.
- April 23, 2020 – First 5 Tulare County Commission selects proposals for funding.
- April 24, through June 1, 2020 - Contract negotiation and preparation.
- July 1, 2020 – Grant projects commence

First 5 Tulare County will fund no more than 75 percent of project costs related to pregnant women and/or children zero through five-years-of-age. A 25% match is required. If the project will benefit older children as well, applicants must provide a calculation of the percentage of children younger than six to benefit, apply that percentage to the total project cost, and First 5 will fund no more than 75 percent of that amount.

Delivery Method: Proposals may be hand-delivered, or delivered by U.S. Mail or a private delivery service. Proposals may not be submitted by fax or e-mail. One (1) signed original and five (5) complete copies of the proposal must be submitted in a sealed package by the date and time stated above.
