Grants of up to $20,000 to California public and private organizations in eligible locations for capital projects to serve women and young children. Funding is intended to support building renovation projects, construction projects, or equipment purchases. Consideration will be given to organizations that assist pregnant women and children ages zero through five. This program should benefit residents from Tulare County.

Capital Projects: Land, equipment purchases or upgrade, building construction, and building renovation will be considered for funding. The value of a single item must be at least $5,000 and there must be a life expectancy of at least five years. A recipient of these funds must certify that the item(s) purchased will be used in a way consistent with the goals of First 5 Tulare County for a minimum of five years. Building projects may require a deed restriction committing the use of the property consistent with Proposition 10 requirements for a minimum of 20 years.

Desirable Qualities:

  • The proposed purchase or project has the potential to reach a greater number of children and families by leveraging multiple funding sources.
  • A facility that is constructed or renovated will be available to the general public.
  • A construction or renovation project targets the needs of disabled children.
  • A renovation project addresses safety conditions.

Term of Contract:

The estimated commencement date for projects will be July 1, 2022, with completion dates variable depending upon the nature and scope of each project.

Additional Eligibility Criteria:

Public and private organizations that can demonstrate the organizational capacity to achieve the purposes of their proposal and provide appropriate fiscal oversight and accountability are eligible to apply. Grants will not be made to individuals or sole proprietors under this RFP.

Organizations that have not received a capital award in the past will receive priority over those that have.

- January 10, 2022 - Request for Proposals (RFP) released.
- January 20, 2022, 2:00 p.m A Question and Answer webinar regarding the RFP is provided for those that would like to participate.
- February 11, 2022, 12:00 p.m. Question and answer period will close. All questions and answers will be posted on the website. Please submit questions via e-mail. Questions over the phone will not be accepted.
- February 18, 2022 - Proposals due to First 5 Tulare County Office no later than 12:00 p.m.
- February 21, 2022, through March 18, 2022 – Proposal review and scoring.
- April 28, 2022 – First 5 Tulare County Commission selects proposals for funding.
- April 25, through June 1, 2022 - Contract negotiation and preparation.
- July 1, 2022 – Grant projects commence

First 5 Tulare County will fund no more than 75 percent of project costs related to pregnant women and/or children zero through five-years-of-age. A 25% match is required. If the project will benefit older children as well, applicants must provide a calculation of the percentage of children younger than six to benefit, apply that percentage to the total project cost, and First 5 will fund no more than 75 percent of that amount.

Delivery Method: Proposals must be submitted electronically via the First 5 Tulare County website. A confirmation of receipt will be sent to each applicant. Proposals may not be submitted by mail, fax, or e-mail.
