Grants to Utah nonprofit, governmental, or for-profit ambulance services, paramedic services, quick response units, and primary PSAPs to improve emergency medical service delivery statewide. Grants are distributed on the basis of population size. Funding may also be used for continuing medical education or for initial training, including teaching aids, videos, and DVD’s. Travel expenses for CME outside of the State of Utah will be considered.

Initial Training and CME: The maximum funding amounts are: $200 per EMR, $750 per EMT, $850 per AEMT and $350 per dispatcher initial training.

Term of Contract:

Unless otherwise specified, grants will begin July 1, 2020 and terminate May 15, 2021.

Additional Eligibility Criteria:

Grants are available only to licensed ground 911 EMS ambulance providers, licensed paramedic services, EMS designated quick response units, and primary PSAP which are designated emergency medical service dispatch centers that are either:
(a) Agencies or political subdivisions of local or state government or incorporated nonprofit entities.
(b) A for-profit EMS provider is a primary EMS provider in a geographical service area if it is licensed for and provides service at a higher level than the public or nonprofit provider.

In an effort for dispatch agencies to become designated, dispatch agencies may apply for initial Emergency Medical Dispatch training. Only designated medical dispatch agencies are eligible to participate in the EMS Per Capita Grants Program.

Rescue and fire equipment is not eligible.

Starting in FY2021, licensed ground ambulance providers that show a profitability average over the past three years fiscal years exceeding the margin allowed in R426-8-200(1) will not be eligible to receive EMS grant funds.

Initial Training and CME: Recertification fees may not be considered as CME. Equipment such as TV’s, projectors, monitors, and screens are not eligible items for CME. Membership to professional/trade organizations, supplies and promotional materials may not be requested.

Pre-Application Information:

Applications must be received by the Bureau no later than 5:00 PM on February 1, 2020.

Rosters do not need to be sent with the application. All agency rosters as they stand in the Bureau's website must be verified as accurate and correct as of December 31, 2019. This verification is part of the application.

- February 1, 2020: Deadline for Submission of FY2021 application.
- February and March 2020: Bureau of EMS will calculate status of opportunity for awards.
- July 1, 2020: Beginning of FY2021 grant period,
- May 15, 2021: End of FY2021 grant period, final date for expenditures.
- May 31, 2021 End of FY2021 grant period, final date for reimbursements.

Applicants are strongly encouraged to contact the EMS Bureau Grants Coordinator, Gay Brogdon for assistance in grant preparation.

Grants awarded will be implemented through reimbursable grants with the Department of Health; that is, the grantee expends funds for grant approved purposes and the Department reimburses the grantee for expenditures incurred.
