Grants ranging from $5,000 to $50,000 to Texas nonprofit organizations and local governmental agencies for programs and initiatives that introduce underserved populations to environmental education, conservation, and outdoor recreation programs. For the purposes of these grants, underserved populations include females, physically and mentally challenged individuals, ethnic minorities, low-income families, and youth.

Funding will also be provided for other TPWD mission-oriented outdoor activities. The Department's mission is to manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing, and outdoor recreation opportunities for the use and enjoyment of present and future generations.

This is a reimbursement grant program. Recipients must purchase eligible items and submit proper documentation before being reimbursed. Eligible organizations can apply to use these funds for programming expenses such as equipment, leasing transportation, staff, liability insurance, food, program materials, etc.

Funding for the CO-OP program is very competitive and the Priority Funding Elements is the scoring criteria used to evaluate the application. TPWD has assigned priorities as part of this process for the review committee to use to rate specific criteria such as ethnic minority, low-income, mentoring, program goals and objectives and direct relationship to the TPWD mission.

Grants are available to tax-exempt organizations and local governments introducing non-traditional constituents to TPWD related outdoor recreation, conservation, and environmental education programs.

Funding Restrictions:

Funds cannot be used for facility construction projects, gazebos, ponds, benches, trail building, etc. The CO-OP grant is to be used to fund programs, not construction projects.

Requests for Training Programs: The CO-OP funds were designated to be used for hands-on programs/activities. Training programs will be reviewed if part of the training involves actual hands-on participation programs. Training and research programs only will not be funded.

Indirect expenses will not be reimbursed.

Up to 40% of the grant money can be used towards program staff salaries. This includes both employees and contracted staff.

Funds may not be used for vegetable gardens or agriculture projects

Please Note: Matching funds are not required, however points are awarded based on documented applicant contributions to the project. Contributions can include in-kind, volunteer time and available funds and must be supported by proper documentation.
