Grant Description
Grants to California public agencies in eligible counties for projects that help to decrease emissions from motor vehicles. Funding is intended for projects that reduce pollution from vehicles, including vehicle electrification, adaptive traffic signal control systems, roundabouts, and zero-emission vehicle incentives. Funds may also be used for related planning, monitoring, enforcement, and technical studies pursuant to the California Clean Air Act. Funds are available to public and private agencies and residents in Monterey, San Benito, and Santa Cruz Counties.

The following are current AB2766 motor vehicle emissions reduction programs:

1. Clean Air Management Program

These projects are identified as fixed assets for which travel activity data is available to calculate the expected reductions in motor vehicle emissions. Typical projects include roundabout construction and adaptive traffic signal control system installation.

Projects in this category are scored based on calculated emissions reduced. Applicants must submit travel activity data for the project as indicated in the application attachment, FY 2023-24 Activity Data Spreadsheet. A quantifiable cost-effectiveness (C/E) score for these projects is used to rank projects. C/E is expressed in dollars per ton of pollutant reduced in conjunction with the project’s total annual emission reduction in tons.

2. Clean Vehicle Program

Incentivizes public agencies and fleet owners/operators to replace internal combustion engine vehicles with zero-emission, battery-electric vehicles.

  • Light-Duty Vehicles – Recipients must replace an existing public agency fleet vehicle with a new battery-electric vehicle. Projects will not be ranked by C/E or total annual emission reduction, but instead will be awarded on the availability of program funds per individual county allocation. 
  • Medium and Heavy-Duty Fleets – All replacement vehicles must be 100% battery electric. Leveraging of other funds outside of the AB2766 program may be used to offset incremental project costs.


Additional Eligibility Criteria
Clean Air Management Program and Clean Vehicles Program funds are available to public agencies in Monterey, San Benito, and Santa Cruz Counties.

Pre-Application Information
The application period will be May 1 - June 30th.

Time Table
- Staff posts announcement and application packet to District website. May 01, 2023
- All applications due no later than 4:00 pm. June 30, 2023
- Staff completes scoring and ranking of eligible applications. List of projects posted on MBARD website October 02, 2023
- Grant award recommendations presented and announced at October 2023 Board meeting. October 18, 2023

Estimated Size of Grant
Clean Air Management Program: Maximum funding per project will be $400,000.
Clean Vehicle Program Incentives:
- $10,000: Light-Duty Passenger Vehicles (14,001 lbs.)

Term of Contract
For Fiscal Year: July 1, 2023 to June 30, 2024
