Grants to California local governments, agencies, for-profits, IHEs, nonprofit organizations, and tribes to improve the environment and strengthen the recycling industry. The program is intended for new and existing projects to construct, renovate, or expand facilities to recycle fiber (paper, old corrugated cardboard, paper board, or textiles), plastic, or glass.

- Large Project Tier: $9,460,830 allocation for large tier projects with a minimum grant award of $250,001 and a maximum grant award of $3,000,000 per application.
- Small Project Tier: $1,000,000 allocation for small tier projects with a minimum grant award of $125,000 and a maximum grant award of $250,000 per application.
The Final Report is due April 3, 2023. This report should cover grant activities from the Notice to Proceed date through the Grant Performance Period end date, February 28, 2023.
