Grants to Oregon federally-recognized tribes for activities that enhance the quality of life in tribal communities. Funding is intended to support programs and capital projects in the areas of education, historic preservation, arts and culture, health, environmental preservation, public safety, and problem gaming.

Priority consideration will be given to those projects that focus on SMCF’s priority funding areas of Health, Education, or Environment, and/or support innovative programs or program enhancements that meet the following criteria:

  • Program support or capital projects are eligible for funding. 
  • If the proposed project is a construction project, all pre-planning activities, including permitting, along with firm construction estimates must be completed. 
  • Grant funding awarded for the proposed project shall not be expended for the cost of goods, services, or activities encumbered prior to the grant award date.

SMCF grants will be for a 12- month period.

SMCF is a one-year funder, and will not make multi-year grants.

Spirit Mountain Community Fund accepts proposals from Oregon's nine federally recognized Tribes for the annual Oregon Tribal Grant:

- Burns Paiute Tribe
- Confederated Tribes of Coos, Lower Umpqua & Siuslaw
- Coquille Indian Tribe
- Cow Creek Band of Umpqua Indians
- The Confederated Tribes of Grand Ronde
- The Klamath Tribes
- Confederated Tribes of Siletz
- Confederated Tribes of Warm Springs
- Confederated Tribes of Umatilla

SMCF grant funds may be used for Tribal indirect costs but shall not exceed the tribe's currently approved indirect cost rate.

Pre-Application Information:

Loi submissions for 2020/21 are accepted from April 15 through June 1, 2020.

Application Process:

SMCF’s two-stage application process begins with the tribe submitting a Letter of Inquiry (LOI). Following review of the LOI a determination will be made to either invite the applicant to submit a full grant application or not, based on the merits of the proposed project/program and its alignment with SMCF’s funding priorities.

Tribal grant LOI's must include an approved Tribal Resolution in support of the specific proposed project/program to be undertaken.
