Grants to North Carolina local government agencies for acquiring and improving outdoor public facilities. Eligible projects are those acquiring land and/or renovating and constructing recreational facilities. Grants may also be used to protect scenic and natural resources or to renovate older park facilities. A project must be located on a single site.

Public Use:

  • Property acquired with PARTF must be dedicated forever for public recreational use. Facilities built or renovated with a PARTF grant must be available for public recreational use for at least 25 years.

Estimated Size of Grant:

A local government can request a maximum of $500,000 with each application.

Additional Eligibility Criteria:

Eligible applicants:
North Carolina counties and incorporated municipalities are eligible for PARTF grants. Public authorities, as defined by N.C. General Statute 159-7, are also eligible if they are authorized to acquire land or develop recreational facilities for the general public.

Applicants must have control of the PARTF park site:
An applicant must own or have at least a 25-year signed lease or easement for the property where a PARTF facility will be located.

Ineligible Items: Sports equipment (balls, bats etc.), tools, maintenance equipment, office equipment and indoor furniture are not eligible. All items must be permanently secured. Exception: items that are typically portable, such as soccer goals, picnic tables and bleachers, must remain at the project site.

Pre-Application Information:

2020 to 2021 funding cycle:
- October 2020: Announcement: The North Carolina Division of Parks and Recreation sends an announcement package to inform local governments about the availability of PARTF matching grants and how to apply.
- Late-October 2020: Instructional video about the PARTF application: The PARTF program posts the "Applying for a PARTF Grant" video online at the Recreation Resources Service YouTube channel to explain the application process and requirements. Viewing is strongly recommended but is not required. RRS consultants are available for additional technical assistance.
- April 1, 2021: Application review deadline: Local governments may submit their draft applications to their RRS regional consultant by April 1, 2021 for a technical review to ensure that the application is complete.
- May 3, 2021: Application deadline: Applications are due by 5 p.m.
- Late summer or fall 2021: Selecting grant recipients: The Parks and Recreation Authority meets to select grant recipients. The meeting date and location will be announced on the NC Division of Parks and Recreation website when it is available.

Matching Requirement:
An applicant must match the grant dollar-for-dollar, 50 percent of the total cost of the project, and may contribute more than 50 percent. The appraised value of land to be donated to the applicant can be used as part of the match. The value of in-kind services, such as volunteer work, cannot be used as part of the match.

Reimbursements: PARTF grants are paid as reimbursements of documented expenses. Grantees may submit bills for reimbursement on a quarterly basis. The PARTF program will reimburse grantees for up to 50 percent of their expenditures for the project.
