Grants to Texas nonprofit organizations in eligible locations for community benefit activities. A Letter of Inquiry is required prior to submission of the full proposal. Funding is intended to support high impact projects in the areas of conservation, education, the arts, and human services. Programs must serve residents in Harris, Travis, and Walker Counties.

The Powell Foundation will support nonprofit organizations with the potential to achieve high impact within the arts, education, conservation, and human service sectors.

The Strategic Focus of The Powell Foundation is to “Enhance the quality of life through robust public education with the goal of achieving career and college readiness for every public school student in Houston, Austin, and Huntsville.”
The Powell Foundation’s current emphasis is in the field of public education in the broadest sense. Other areas of interest continue to be community service projects focused on the needs of children, the disadvantaged, the urban environment, and the visual and performing arts, especially in the Greater Houston area.

Term of Contract:

Normally, the Foundation will not consider requests for grant commitments extending into successive calendar years.

Additional Eligibility Criteria:

- The requesting organization must be tax-exempt.
- The Powell Foundation's Directors must be persuaded that the requesting organization engages in sound financial planning and solid management practices. The Foundation reserves the right at any time to request information on the destination of funds granted.
- The Foundation Directors are interested principally in grants to be spent in the Foundation's geographic areas of interest, i.e., Harris, Travis, or Walker Counties, Texas.

The Foundation does not expect to support:
- Grants to religious organizations for religious purposes.
- Fundraising events or advertising.
- Grants to other private foundations.
- Grants to cover past operating deficits or debt retirement.
- Grants for support to individuals.

The Foundation's Board of Directors meets twice per year, in the spring and in the fall. All requests must be submitted through a two-step, online process in advance of the board meeting. Submission and approval of a Letter of Inquiry (LOI) form is required before a full proposal may be submitted.

Upon LOI approval, an applicant will be invited to submit an Application Form and be assigned an application deadline. Please see the chart above for specific grant cycle timelines. Submitting your LOI or Application earlier in the grant cycle is recommended.

A Foundation staff member will review each request and conduct the necessary due diligence, which may include a phone call or in-person visit. Applicants are notified about the disposition of their proposals within a week of the board meeting.
