Grant Description
Grants of up to $5,000 to Oregon small-scale arts and cultural nonprofit organizations and cultural coalitions for general operating support. Preference will be given to organizations that are led by and serve underrepresented populations. Funding is intended for staffing, marketing, programming expenses, and more.

The intent of the Small Arts & Culture Grants Program is to support a wide range of cultural and artistic organizations that enrich the lives of Oregonians and Oregon communities. The initiative focuses on general operating support to allow organizations to dictate how to best use funds to advance their mission. Operating support grants are intended to support the core, ongoing operations and programs of an organization. This includes, but is not limited to: staffing, administration, outreach, marketing, overhead, and/or programming expenses.

Preference will be given to applications that:

  1. Center artists and culture bearers and involve them in decision-making
  2. Clearly address community-identified needs in support of the following populations in Oregon who have historically experienced significant bias, discrimination, or underinvestment (listed alphabetically).
    • Black, Indigenous, Latinx and people of color
    • Immigrants and/or refugees
    • People experiencing disabilities
    • People living in under-resourced communities and/or communities lacking critical infrastructure
    • People living on low incomes
    • People who are homeless/unsheltered
    • People who identify as LGBTQIA+
    • Survivors of domestic violence and/or child abuse

Additional Eligibility Criteria
To be eligible organizations must:
- Be incorporated with a mission identifying arts and/or culture as a priority reason for the organization’s existence
- Document that the cash expenses of the organization during the most recently completed fiscal year were less than $100,000
- Demonstrate significant, ongoing public arts and culture programming
- Be a certified 501(c)3 tax exempt organization in good standing with the IRS (https://apps.irs.gov/app/eos/), registered with the Oregon Secretary of State and the Oregon Department of Justice (https://justice.oregon.gov/Charities)
- Have been in existence as an organization for a minimum of one year as evidenced by registration with the Oregon Secretary of State and the Oregon Department of Justice
- Be headquartered in Oregon with a board/staff/leadership team based in Oregon
- Cultural Coalitions that meet the eligibility criteria and have a track record of successfully awarding small grants may apply for funding to support small arts organizations in their counties. Coalitions must show they have an accessible application process and a systematic, fair review process for awarding grants.

Organizations or projects that are not 501(c)3 tax exempt entities may apply using a fiscal sponsor.

For this grant program, eligible organizations are defined as follows:
1) Arts and Culture Organization: an organization with a mission that states that it is organized primarily for the purpose of producing, promoting, or presenting the arts, heritage and humanities to the public; or organized primarily for identifying, documenting, interpreting, sharing, or preserving cultural resources.
2) Cultural Coalitions: organizations formally recognized by the Oregon Cultural Trust. One official cultural coalition serves each county in Oregon.

Pre-Application Information
Proposals must be submitted online by 5:00 pm (PST) on October 9, 2023 (Monday). Only proposals completed on OCF’s online grant system will be accepted.

Notification of awards/declines by end of December 2023.

If your organization has not applied through “MyOCF” before, you are strongly encouraged to register well in advance of the application deadline.

Organizations may submit only one application per year.

A fiscal sponsor may be permitted to submit more than one application, particularly in rural regions. This exception requires prior permission from OCF.
