Grant Description
Grants to North Carolina nonprofit organizations, businesses, and government agencies for a range of economic development projects. Funding is intended for programs that help to alleviate the decline in the tobacco-related portion of the state economy. The goal of the grant program is to reduce unemployment, stabilize local tobacco-dependent communities, and provide for the optimal use of natural resources. Priority is given based on the size of the geographical area, the number of people impacted, and the impact on the agricultural community.

Projects must benefit and impact one or more of these areas:

  • A population that is tobacco-dependent at the farm level and/or manufacturing level and is experiencing economic distress.
  • A population that has been adversely affected by changes in the state’s tobacco industry.
  • A population that derives most of its income from agriculture.

The Commission has established the following funding priorities:

  • Community Economic Development 
  • Increasing Farm Profitability 
  • Diversification Initiatives 
  • Skill and Resource Development 
  • Development of Natural Resources

The majority of applicants fall under the Qualified Agricultural Program (QAP) category and are agriculturally based. Projects will address one or more of the following goals::

  • Alleviating and avoiding unemployment in the tobacco-related sector of the state’s agricultural economy
  • Preserving and increasing the local tax base in agricultural areas
  • Encouraging the economic stability of participants in the state’s agricultural economy
  • Optimally using natural resources in the tobacco-related segment of the state’s agricultural economy
  • Supporting and fostering the vitality and solvency of a tobacco-related sector.

Additional Eligibility Criteria
Eligible to apply:
- Agencies and departments of the State of North Carolina
- Local government units such as county offices and towns
- Agencies and departments of the United States Government
- Non-Profit Organizations
- Members of the private sector (contact the TTFC for program clarification).

Grantees must deliver an appropriate service to members of the targeted populations as described under G.S. 143-715.

Ineligible
The Commission is not equipped to make direct payments to individuals to compensate for losses due to the MSA. The Commission encourages individuals who may be eligible for direct payments to apply as a group for assistance in training, diversification, or a related program purpose so that benefits will be to the community and local economy and not directly to an individual.

Pre-Application Information
The deadline for submitting completed applications is March 3, 2023.

February 10 is the deadline if you would like to talk to NCTTFC staff regarding your project and receive guidance on your application. This is an opportunity to receive advice on how to better prepare your application for submission. Meetings may be in-person, virtual, or by telephone and are subject to staff availability.

Funding will be remitted on a reimbursement basis.

Term of Contract
Projects are generally expected to be under contract within six months of award.
