Grants to Virginia eligible nonprofit and governmental first responders to defray the costs of purchasing equipment and vehicles. Funding is also intended to provide necessary programs and projects. Items eligible for funding include EMS equipment and vehicles, computers, EMS management programs, courses/classes, and projects benefiting the recruitment and retention of EMS members.

Special priorities for funding include:
  • Migration to VPHIB's Version 3 (VAv3) Requirements
  • Emergency Medical Dispatch (EMD)
  • Emergency Operations
  • Innovative (Special) Projects
  • Multi-Jurisdictional/Agency Projects (MJAP)
  • Recruitment and Retention

RSAF grants may be approved for the following:

  1. Establishment of a new EMS agency, program, or service where needed to improve emergency medical services offered in an area;
  2. Expansion or improvement of an existing EMS agency, program, or service;
  3. Replacement of equipment or procurement of new equipment; or
  4. Establishment, expansion, or improvement of EMS training programs
The Rescue Squad Assistance Fund (RSAF) is a multi-million dollar matching grant program for Virginia governmental, volunteer and nonprofit EMS agencies and organizations to provide financial assistance based on demonstrated need. Funding is also recommended on the documented need of the specific item being requested. The primary goal of this program is to financially assist governmental, volunteer and nonprofit EMS agencies to purchase EMS equipment and vehicles and provide needed EMS programs and projects.

Estimated Size of Grant:

Grant awards will not exceed the amount per category on the Product Price List (see Supporting Documents below) or available statewide contracts as applicable.

Term of Contract:

The grant period for RSAF is 12 months with January 1, 2022 as the start date, and December 31, 2022 as the end date.

Additional Eligibility Criteria:

The Office of EMS recognizes two types of agencies or organizations that are eligible to apply for a RSAF Grant: Licensed EMS Agencies and Non-Licensed EMS Agencies.

- A Licensed EMS Agency is an agency that is authorized by the Office of EMS to provide emergency medical services in the state as an EMS agency.
- A Non-Licensed EMS Agency is an agency that is not authorized by the Office of EMS to provide Emergency medical services in the state, for example, EMS Regional Council, Community College, Sheriff’s Office, 911 Centers, and Volunteer Fire Department.

Funds shall not be approved or disbursed for the following:
1. Leased equipment or vehicles;
2. Equipment or vehicles secured by a lien;
3. Guarantees or warranties;
4. Used equipment or vehicles without prior approval; or
5. Fire suppression apparatus or law-enforcement equipment.

Applicants are encouraged to attend the technical assistance webinar at 1 p.m. EDT on August 12, 2021 to learn more about RSAF eligibility, use of funds, application requirements, special priorities, and review process and criteria.

Pre-Application Information:

Applications will be accepted via the EMS Grant Information Funding Tool (E-GIFT) before Wednesday, September 15, at 5 p.m. Eastern Daylight Time (EDT).

Notification to awardees will be placed on the E-GIFT on January 1.

The applicant is encouraged to contact OEMS, their local EMS council, or OEMS Program Representative (area coordinator for field operations) to obtain application assistance.

Each applicant can submit a maximum of one application, but may request funding for multiple items and/or projects.

RSAF is primarily a reimbursement grant that requires the grantee to make the purchase for the awarded item(s) and then submit an invoice for reimbursement.
