Grant Description
Grants to New York nonprofit organizations for activities to improve organizational security. Applicants must complete required registrations prior to applying. Funding is intended for activities including construction, equipment purchases, planning activities, exercises, and training. Eligible organizations are those that are at high risk of experiencing terrorist attacks.

The NSGP provides funding for physical and cybersecurity enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist or other extremist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader State and local preparedness efforts.

The NYS Division of Homeland Security and Emergency Services is pleased to announce the FY2023 Nonprofit Security Grant Program – Urban Area (NSGP-UA) and State (NSGP-S).

  • NSGP - Urban Area (NSGP-UA) - To support nonprofit organizations that are located within a federally designated urban area. In NYS, eligible organizations with sites located in the NYC Urban Area which includes: the five boroughs in New York City, Nassau County, Suffolk County, and Westchester County are eligible to apply to NSGP-UA.
  • NSGP - State (NSGP-S) - To support nonprofit organizations that are located outside of the federally designated urban areas. For sites located outside of the NYC urban area, eligible organizations may apply to NSGP-S.

Additional Eligibility Criteria
To be considered for funding, eligible organizations must:
- Be described under section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.
- Demonstrate, through the application, that the organization is at high risk of a terrorist or other extremist attack.

If your nonprofit site is physically located within New York City, Nassau County, Suffolk County or Westchester County, then you may apply to NSGP-UA. If your nonprofit site is located outside of New York City, Nassau, Suffolk and Westchester Counties, then you may apply to NSGP-S.


Pre-Application Information
Timeline:
- Submission of written questions will be accepted until noon on April 18, 2023.
- Applications due on April 20, 2023 by 5:00 p.m.

To be considered for funding, eligible organizations must:
- Be prequalified, through New York State Grants Management prior to application submission https://grantsmanagement.ny.gov/get-prequalified.
- Provide a current and valid Unique Entity Identifier (UEI) with the application. Organizations should verify that they have a UEI number, or take the steps necessary to obtain one, as soon as possible. Applicants may request a UEI by visiting https://sam.gov/content/duns-uei.
- Be registered, have recently applied for registration or be exempt from registering with the NYS Attorney General’s Office Charities Bureau https://www.charitiesnys.com/charities_new.html.

Estimated Size of Grant
Each nonprofit may apply for up to $150,000 per site. Nonprofits with multiple sites may apply for additional sites at up to $150,000 per site for a maximum of three (3) sites, not to exceed a grand total of $450,000 per organization.
