Grants of up to $40,000 and grants of up to $50,000 to Missouri public and private schools, nonprofit entities, park districts, and local governmental organizations to promote the use of recycled materials for playground and non-playground areas. Funding is intended to support projects such as play areas, walking trails, running tracks, riding areas, and picnic tables.

The Missouri Department of Natural Resources’ Waste Management Program (WMP) administers grant programs to divert scrap tires from landfills and illegal dumps by promoting end-uses for scrap tires.

What projects are eligible?

Non-playground grant funds are available for the cost, delivery and vendor installation of scrap tire surface material for running tracks, walking trails, equine stalls/riding area, picnic tables or benches, or other similar projects or products. Mats/tiles, pour in place material and molded product(s) must be placed on asphalt, concrete, or other suitable surfaces. Playground grant funds are available for the cost, delivery, and vendor installation of scrap tire surface material for playgrounds only.

What types of scrap tire materials are acceptable?

All grant recipients will be required to purchase scrap tire material from manufacturers whose scrap tire material contains at least 40% Missouri generated scrap tires. Mats/tiles or pour-in-place material must be placed on asphalt, concrete, or other suitable surfaces. All surfacing projects must conform to the manufacturer’s specifications and be approved by the department. All projects must be located within the state of Missouri.

Playground scrap tire surface material funding available:
- Approximately $600,000 is available during the FY2021 grant cycle for playground scrap tire surface material grants.
- Grant recipients requesting mats/tiles or pour-in-place surface material will be eligible to receive up to $40,000.

Non-playground scrap tire surface material funding available:
- Approximately $400,000 is available during the FY2021 grant cycle for scrap tire material grants for running tracks, walking trails, equine/livestock stalls/riding area or similar types of surfacing projects and/or molded products.
- Grant recipients requesting mats/tiles, pour-in-place surface material, molded product(s), or rubber mulch will be eligible to receive up to $50,000.

Additional Eligibility Criteria:

Public school districts, private schools, park districts, nonprofit day care centers, other nonprofit entities and governmental organizations other than state agencies are eligible to submit applications. Privately owned, residential backyard areas, and private in-home day care centers are ineligible.

Prior recipients of scrap tire surface material grants are ineligible during this grant cycle unless an expansion to the prior surfaced area is planned or a different location or area will be surfaced.
