Grant Description
Grants to USA and territories nonprofit organizations, local agencies and tribal organizations for demonstration projects that expand the capacity of domestic and dating violence services. Optional LOIs are due May 26. Projects must focus on expanding capacity as family violence, domestic violence, and dating violence coalitions, local programs, tribal communities, and community-based programs.

The goal of this program is to prevent future domestic violence by addressing, in an appropriate manner, the needs of children exposed to family violence, domestic violence, or dating violence. All grantees will be required to provide developmentally appropriate and age-appropriate services, and culturally and linguistically appropriate services, to the victims and children relevant to the unique needs of children exposed to family violence, domestic violence, or dating violence.

All grantees will also be required to provide services for nonabusing parents to support those parents’ roles as caregivers and their roles in responding to the social, emotional, and developmental needs of their children; and where appropriate, grantees will provide services while working with a nonabusing parent and child together.

Grant funds shall be used:

-To provide direct counseling, appropriate services or advocacy on behalf of victims of family violence, domestic violence, or dating violence and their children, including coordinating services with services provided by the child welfare system;

-To provide services for non-abusing parents to support those parents' roles as caregivers and their roles in responding to the social, emotional, and developmental needs of their children; and

-Where appropriate, to provide the services described in this subsection while working with such a non-abusing parent and child together; and

Funds may be used:

-To provide early childhood development and mental health services;

-To coordinate activities with and provide technical assistance to community-based organizations serving abused victims or children exposed to DV; and

-To provide additional services and referrals to services for children, including child care, transportation, educational support, respite care, supervised visitation, mobile and offsite services, or other necessary services.

Additional Eligibility Criteria
Eligible entities shall be:

-A local agency (agency that serves a local jurisdiction);

-A nonprofit private organization including faith-based and charitable organizations, community-based organizations, and voluntary associations (providing services for a city, county, region, state or territory); or

-A tribal organization (serving tribal communities).

All entities must have a demonstrated record of serving victims of family violence, DV, and dating violence and their children.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Pre-Application Information
Applicants may submit a Letter of Intent by May 26, 2016.

The letter of intent is optional. Failure to submit a letter of intent will not impact eligibility to submit an application and will not disqualify an application from competitive review. Please send your Letter of Intent to Mao Yang (contact details below).

The deadline for electronic application submission is 11:59 PM ET via Grants.gov.

The deadline for receipt of paper applications is 4:30 PM ET. Paper applications received from applicants that have not received approval of an exemption from required electronic submission will be disqualified from competitive review and funding.

$410,000 - $600,000 per budget period.

Term of Contract
The anticipated project start date is September 30, 2016.

The project length is 24 months with two 12-month budget periods.
