Grant Description
Grants of up to $10,000 to Virginia nonprofit community service groups, corporations, and individuals in eligible locations for projects to improve public parks and recreational facilities. Funding is intended to support capital improvement projects, such as trail construction and the addition of lights to a playing field. Eligible activities benefit Roanoke County.

Proposed projects must be located on publicly owned property and must be consistent with the master plan of the proposed site. The Roanoke County School Construction Committee must also approve any project on school property and a letter of their approval must accompany the grant application.  Projects submitted for County-owned leased property or school property must benefit the general public or those programs sanctioned or sponsored by the Roanoke County Parks, Recreation, and Tourism Department.

Project Selection Criteria: 

  1. Projects on Roanoke County Parks, Recreation, and Tourism property will receive priority consideration;
  2. Projects that meet specific needs identified in the Roanoke County Parks, Recreation and Tourism’s Master Plan;
  3. Projects that correct and/or improve the safety and security of a field or facility;
  4. Projects that reduce maintenance and/or operating costs;
  5. Projects that add, enhance, or expand a needed service;
  6. Projects that serve the greatest number of people and benefit an entire community or (sanctioned) athletic group as opposed to a limited user group;
  7. Feasibility of the schedule and completion dates of the project and the past project performance of the requesting organization. 

Examples of Projects: 

  • Trail and greenway construction;
  • Provision of sports/security lighting and fencing;
  • Paving of park facilities such as parking lots and access roads, and repair of deteriorated playing; surfaces including basketball and tennis court renovations;
  • Restroom construction, remodeling, and renovation;
  • Landscaping and other aesthetic improvements in parks;
  • Playgrounds, including renovation and expansions.

Additional Eligibility Criteria
Nonprofit community service groups, individuals, or corporations wishing to make capital improvements to County owned park and recreation facilities may apply.

Projects cannot include personal or team type equipment, consumable items, or routine maintenance of existing facilities. No organization may submit an application on a previously approved project that is still under construction.

Pre-Application Information
Grant applications must be received by Friday, March 5, 2021, by 5:00 PM in order to be considered for matching funds.

Applications will be reviewed in March by the Parks, Recreation and Tourism advisory commission, and funding will be available after April 1, 2021.

Individual organizations may submit more than one (1) request per year, but requests shall be prioritized. Projects not selected may be re-submitted during the next funding cycle.

Approved grants may receive up to 50% of the cost of a project. Of the match, up to half can be counted in labor or volunteer hours.

Term of Contract
Funding will be available after April 1, 2021. Projects should be targeted for completion within (12) twelve months from the award date.
