Grants to Sangamon County, Illinois nonprofits, faith-based organizations, public and private schools, and governmental agencies for projects and services that provide people with disabilities with greater opportunities to participate in both indoor and outdoor recreational programs and activities.

The Access to Recreation program aims to assist nonprofit organizations with accessible recreation projects. Accessible recreation includes adaptive sports, games, programs, and capital projects for persons with disabilities and special needs, including: sensory disabilities, physical disabilities and mobility impairments, cognitive and developmental disabilities, and/or emotional and psychological disorders.

In 2017 the Access to Recreation Grant Committee seeks requests that support creative programmatic activities and events that are designed specifically for and/or about people with disabilities but are also available to the general public. Examples of "programmatic activities and events" could include, but are not limited to, theatrical performances, athletic/sporting events, and health/fitness programs.

Though not required for funding, preference may be given to programs that can be implemented at Southwind Park.
