Grant to a Washington, DC university, educational institution, or for-profit enterprise to conduct an analysis on the impact of noise pollution caused by air traffic to and from Ronald Reagan Washington National Airport. Questions may be submitted up to a week prior to the deadline. This study will involve noise monitoring data analysis and modeling and will ultimately result in recommendations to reduce noise or mitigate impacts.

The goals of this Request for Applications (RFA) are to assist the Federal Aviation Administration (FAA) in implementing the Next Generation Air Transportation System (NextGen) to optimize airspace and aircraft arrival and departure procedures and routes. As a result, communities in the District of Columbia (District) have expressed concern about increased noise and traffic from airplanes that arrive and depart from the Ronald Reagan Washington National Airport (DCA).

The purpose of this grant is to help the District better understand the impacts of airplane noise on District communities due to NextGen implementation and identify potential improvements to existing noise abatement programs.

The project period is from the date of the grant award through September 30, 2017.

This period may be extended and additional funding provided, depending upon the performance of the Grantee and the availability of funds.

Eligible applicants are:
-Universities/educational institutions; and
-Private Enterprises.

All applications must be received at the address below by 4:30 PM on November 10, 2016.

DOEE expects to notify each Applicant in writing of its award status within six weeks after the application due date.
