Grants of up to $10,000 to Iowa local government agencies, businesses, public and private groups, and individuals to decrease the quantity of solid waste entering landfills. Funding requests will be considered for a broad range of activities, including education, recycling, and reduction of waste at the source.

The program provides financial assistance in the form of forgivable loans, zero interest loans, and 3 percent interest loans. Emphasis for selected projects is placed on tonnage avoided or reduced, sustainability and ability to replicate.

Funds can be used for such items as:
-Waste reduction equipment and installation;
-Recycling, collection, processing, or hauling equipment (including installation);
-Development, printing and distribution of educational materials;
-Planning and implementation of educational forums, workshops, etc.;
-Purchase and installation of recycled content products;
-Salaries directly related to implementation and operation of the project;
-Extra consideration is given to applications addressing large or hard-to-manage targeted waste streams.

Up to $10,000

Eligible applicants include any unit of local government, public or private group, business, or individual with an interest in or having responsibility for solid waste management in Iowa.

Ineligible Expenses:
-Vehicle registration;
-Overhead expenses;
-Indirect costs;
-Legal costs;
-Contingency funds;
-Proposal preparation;
-Agreement administration;
-Land acquisition;
-Office furniture, office computers, fax machines and other office furnishings and equipment;
-Costs for which payment has or will be received under another federal, state or private financial assistance program; and
-Costs incurred before a written agreement has been executed between the applicant and the department.

As the January 1, 2017 application deadline falls on a weekend, the deadline is moved to the next business day, Monday, January 2, 2017, 4:00 PM.

Applicants are required to provide a minimum of 25% cash match for each budget line item in which SWAP funding assistance is requested.
