Grants to South Dakota local government agencies and industrial development organizations to promote economic development through the expansion and construction of infrastructure and roads. Program areas include road access in small communities, agricultural business expansion, and industrial parks.

The program has three categorical purposes.

-The Industrial Park grants will be made to any local unit of government for the development of new or expanded access for new industry located within industrial parks.

-The Agri-Business grants will be made to any local unit of government for the development of new or expanded agri-business industries.

-Community Access Grants are state funds for towns less than 5,000 in population and are for the construction or reconstruction of major streets in each town such as Main Street, the road to the elevator, schools, hospitals, etc.

Grant size is limited to $400,000.

Industrial Park Grants and Agri-Business Grants:

Applications are to be submitted by a local unit of government, an Industrial Development Corporation, or an equivalent organization. Applications are reviewed based on the following criteria:

-The commitment for start of construction of the industrial or economic development facility is within six months of the date of commission approval; or

-Evidence that new construction or expansion of an industrial or economic development facility that meets all other program criteria has been documented within the past year and that previous grants have not been obtained based on the same justification.

-There is a minimum committed capital investment of at least five (5) times the required state participation costs.

-The total employment for all facilities in the industrial park or development projects should be at least 50.

-A minimum of five (5) new jobs will be created by the development.

Community Access Grants:

Town must be less than 5,000 in population in order to be eligible for these grant funds. The application must be submitted by a local government. Applications are ranked by the Office of Local Government Assistance. The rankings are based on a variety of factors including existing road condition, average daily traffic and truck traffic, location, if the project is to be combined with an infrastructure project such as water/sewer/storm and has other infrastructure funding available such as Community Development Block Grant, State Revolving Loan Fund or Consolidated Water Facilities Construction Fund, the impact on businesses, etc.

Project Requirements:

-Designed in accordance with the South Dakota Department of Transportation Standard Specifications for Roads and Bridges

-Must comply with the American's with Disabilities Act

-Funds cannot be used for routine maintenance

-Must have plans and specifications stamped by a registered professional engineer

-All grants will be based on the criteria developed by the Department of Transportation. The expenditure authority for the program will be determined by the Transportation Commission. All grants must be approved by the Transportation Commission, and may be used to construct or reconstruct roads and streets in the community.

These programs provide for 60% of the construction costs of the project, not including engineering or utility work.

Deadlines:

-Industrial Park Grants: Applications are due April 15, July 15, or October 15.

-Agri-Business Grants: Applications are due April 15, July 15, or October 15.

-Community Access Grants: Applications are due July 15.
