Grant Description
Grants of up to $5,000 to Texas nonprofit organizations in eligible locations to improve energy efficiency. Funding must be used for technology, equipment to increase efficient energy usage, and capital improvements. Priority is given to projects that benefit a large number of community members. Eligible nonprofit organizations for qualified projects must be located within the PEC service area or in a community surrounded by the PEC service area.

PEC Community Grants must be used for the following:

  • Capital improvements
  • Technology
  • Equipment related to energy efficiency

What is considered a capital improvement?

Capital improvements consist of additions or changes to a property that increase its value or useful life, or adapt it for a new use. That may include substantial repairs to building infrastructure and systems, or components beyond those addressed through normal operations and maintenance (for example: improvements to lighting, HVAC systems or solar installations). They may include renovations necessary to bring a facility up to current building codes, standards or technologies, or projects that improve functionality, energy efficiency or space utilization. Capital improvements may also address modifications necessary due to changes of use or new business requirements.

What are some examples of equipment related to energy efficiency?

In addition to energy management systems, common components include energy efficient windows, appliances, lighting and HVAC systems, as well as upgraded insulation.

Additional Eligibility Criteria
Eligibility Requirements:
- An organization must have a nonprofit status (either 501(c)(3) or 501(c)(4) to be eligible to apply.
- Must be a nonprofit organization organized under the laws of the state of Texas, currently in good standing with the Texas Secretary of State and Texas Comptroller’s office.
- Must provide current IRS documentation confirming tax-exempt status.
- Must not receive a majority of funding (51 percent or greater) from entities with taxing authority.
- Nonprofit organization must be located within the PEC service area or in a community surrounded by the PEC service area.
- Must not have received PEC Community Grants funding during the previous application cycle (funded organizations must sit out one application cycle before submitting an application for a new project).

Ineligible
PEC Community Grants cannot be used to/for:
- Completed projects; debt reduction campaigns; building an endowment; land acquisition projects; scholarship programs; religious or church-sponsored facilities that are limited to church membership or projects that exclusively serve religious purposes; general operating costs; fundraisers; raffles; or ongoing projects, programs, or activities.
- Ineligible organizations include for-profit entities, individuals, and professional associations.

Applications are open from August 1 until October 2 at 11:59 p.m.

There are two funding cycles each year, with application deadlines in April and October. All application materials, including an IRS determination letter, must be included for consideration. If the deadline falls on a weekend or holiday, it is extended to the next regular business day.

Preference will be given to projects that have at least 20% matching funds.

Estimated Size of Grant
Pedernales Electric Cooperative’s (PEC) Community Grants program awards grants up to $5,000.

Term of Contract
Projects must be completed within 12 months of the date the grant money is awarded.
