Grants to Illinois nonprofit organizations in the Chicago metropolitan area for programs that support human services, arts, culture, education, and healthcare for underserved populations.
The Foundation is especially interested in supporting organizations that focus on:
- Children's causes
- Start-up initiatives within the human services or arts and cultural arenas
Grant requests for naming opportunities that honor the donors—Colonel McNeil and his wife, Merna—are strongly encouraged.

The majority of grants are one year in duration. Multi-year funding requests are considered.
Nonprofit organizations serving vital community needs in the Chicago Metropolitan Area are eligible.
The Foundation will consider requests for general operations only if the organization's operating budget is less than $1 million.
In general, grant request for individuals, endowment campaigns or capital projects will not be considered.
- The Colonel Stanley R. McNeil Foundation has biannual deadlines of February 1 and June 1.
- Applicants for the February deadline will be notified of grant decisions by June 30.
- Applicants for the June deadline will be notified by November 30.
