Grants to Utah nonprofit organizations and government agencies to construct and maintain trails and trailhead facilities that are used for recreational purposes. Funding is intended to develop, build, and maintain trails and trail-related facilities, including the development of staging areas, trailheads, and restroom facilities. Projects may include both motorized and non-motorized recreational trails.

Below is a list of eligible types of projects: 

  • Acquisition of property for trails and/or trailheads,
  • Maintenance and restoration of existing trails,
  • Development and rehabilitation of trails and trailhead facilities, including restrooms
  • Purchase and lease of trail construction and maintenance equipment, 
  • Construction of new trails (with appropriate authorizations for new trails on federally-managed lands), 
  • Purchase or replacement of signs, kiosks, or other wayfinding infrastructure.
  • Development and/or dissemination of trail related publications such as maps, safety brochures, etc.*
  • The operation of educational programs to promote safety and environmental protection related to trails.*

*Educational programming includes supporting non-law enforcement trail safety, trail use monitoring patrol programs, and/or providing trail-related training.

Due to annual funding limits, applicants may request no more than $100,000 per application.

Additional Eligibility Criteria:

Project land may be city, county, state, federal, or privately owned.

If land is owned by other than applicant agency, the applicants must include copies of leases, easements or other agreements for use of land; or a letter from the landowner specifying that the landowner will permit the project on their land and will execute the appropriate legal document in a timely manner.

RTP funding may not be used for non-trail related activities such as the development of campgrounds, purchase of picnic tables, landscaping, or irrigation system development, nor may it be used for law enforcement or similar patrols.

Pre-Application Information:

Applications must be in the Utah Division of Parks and Recreation Salt Lake Office on or before 5:00 PM, May 1, 2021. Late applications will not be accepted.

Project proponents are encouraged to contact Chris Haller, Utah Off-Highway Vehicle Program Manager and RTP Grant Coordinator, before submitting their proposals for guidance and to discuss project details (see details in Contact Information, below).

All funding awarded under the RTP program is subject to a 50/50 sponsor match. Match may be comprised of sponsor cash, in-kind services, volunteer labor, or donations. Total awarded educational grant funding is limited to 5% of a state’s total annual RTP funds.

Projects that meet the standard for funding are submitted to the Combined Trails Advisory Council for review and funding recommendation. The Combined Trails Advisory Council generally meets during June to finalize the award list. The finalized list of projects to be funded under RTP is submitted to the Director of the Division of State Parks and Recreation for administrative approval and funding. Projects authorized for funding are placed on the Statewide Transportation Improvement Program (STIP) list.

Upon completion of the project, the sponsor submits a request for reimbursement of cost to the state. A final inspection is completed, and payment is made.
