Grants of up to $20,000 to New Mexico nonprofits, schools, tribal organizations, and religious organizations for expanded services and programs that improve the quality of life for people with disabilities. Funding is intended to address issues that relate to social integration, arts activities, physical access, and technology. Salaries and benefits for direct program staff are allowed.

Applications may be submitted to address one of four categories:

- Technology: Provide basic technology training using smartphones and computers for individuals with disabilities, with priority given to rural areas or tribal lands. This should include the use of basic smartphone features and use of the computer for searching the internet, writing documents, accessing email and paying bills.

- Physical Access: Physical accessibility projects (including applicant facilities or their consumer’s homes) with priority given to rural areas or tribal lands of the state in order to provide greater accessibility for people with disabilities. This could include restroom modifications, accessible parking, and accessible path of travel and accessible play areas.

- Arts: Provide artistic activities for individuals with disabilities with priority given to rural areas and tribal lands. This may include projects in visual and performing arts such as ceramics, drawing, painting, photography, theatre, dance, music and writing poetry.

- Social Integration: Expanded or enhanced social activities and community events focused on integration. This shall include groups consisting of individuals with and without disabilities.

Estimated Size of Grant:

The maximum QOL grant per recipient shall be no greater than $20,000. Applications with lesser amounts are encouraged. GCD will negotiate the final award amount.

Term of Contract:

Grant Period: September 1, 2019 – June 30, 2020. All projects must be completed by June 1, 2020.

Additional Eligibility Criteria:

To qualify, grant applicants must:
- Be a New Mexico non-profit organization
- Provide programs for, or provide services to, people with disabilities
- Be tax exempt under the Internal Revenue Service (IRS) code, including non-profit (501 (c)(3)) organizations, schools, religious organizations or Tribal-based organizations.
- Provide an official copy of tax-exempt status

Programs that are subsidiary programs of a larger non-profit organization may apply. The application should specify that the program is part of a larger organization that holds non-profit status. The non-profit certificate of the parent organization should be included in the application.

Ineligible costs:
- QOL grants are not awarded for routine operating costs or costs associated with starting a new program or delivering a new service.
- QOL Grant funds may not be used for sub-contracting or stipends for consultants without prior approval by GCD Management. Include names of proposed sub-contractors and consultants on the Proposed Project Budget Schedule.
- Food and beverages for meeting and events as well as out-of-state travel are non-allowable costs.

Pre-Application Information:

The QOL grant application period opens on Monday, June 10, 2019. The deadline to submit applications is Wednesday, July 31, 2019, 5:00 PM.

Full timeline:
- June 10, 2019: Grant application period opens
- July 31, 2019: Grant application period closes
- August 7, 2019: QOL applicants notified of grant award status
- October 15, 2019: First monthly report due
- June 1, 2020: All QOL grants must be completed
- June 17, 2020: Final report and invoice must be submitted to GCD

An organization may submit only one application.
