Grants and in-kind services to Connecticut, Massachusetts, New York, and Rhode Island community development and community finance institutions for activities that benefit low- and moderate-income residents in the Funding Source's service area. Funding is also intended for programs that support small business development. Special consideration will be given to organizations that focus on women and minorities.

The following categories of assistance are available:

Additional Eligibility Criteria:

Eligible applicants must provide services in the Webster Bank service area, which includes Connecticut, Massachusetts, New York, and Rhode Island.

Types of organizations that are supported:
- Community Development Finance Institutions (CDFIs) and investors that finance affordable housing and small businesses
- Community Development Corporations (CDCs) that develop or promote affordable housing and small business development programs
- Community and economic planning organizations
- Organizations that provide credit-access training, such as mortgage and homebuyer counseling, financial literacy training and Individual Development Accounts (IDAs) to low and moderate income individuals and communities
