Contracts for services to New Mexico individuals and organizations to monitor and implement forest management projects. The contractor will provide technical and professional services to the issuing agency by ensuring that projects align with the funding source's standards and by supporting fuels reduction and defensible space projects in areas throughout the state.

The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division) is seeking proposals for Forest Contract Inspectors (FCIs), who shall assist the Division with writing forest stewardship plans and management plans, inspecting forest management projects, marking trees, mapping project areas, and providing reports related to underlying funding. The FCIs shall assure that projects conform to Division standards and project work plans, shall receive their contractual tasks from the appropriate Division District Forester, and shall follow the Project Inspection Manual for Forest Contract Inspectors.

For purposes of this RFP, the state has been divided into the following six districts. Offerors may make a proposal for one or more of the areas.

  • District 1 consists of the following counties: San Juan, Rio Arriba, and the western half of Taos County.
  • District 2 consists of the following counties: Eastern half of Taos County, Colfax, and Union.
  • District 3 consists of the following counties: Catron, Socorro, Grant, Sierra, 3 Hidalgo, Luna, and Dona Ana.
  • District 4 consists of the following counties: Mora, Harding, San Miguel, Guadalupe, Quay, and Curry.
  • District 5 consists of the following counties: De Baca, Roosevelt, Lincoln, Chavez, Otero, Eddy, and Lea.
  • District 6 consists of the following counties: Sandoval, Santa Fe, Los Alamos, Torrance, Bernalillo, McKinley, Cibola, and Valencia.

Term of Contract:

The contract period may extend from the date of contract approval by the Department of Finance and Administration (DFA) for a period not to exceed 48 months, including amendments.

Additional Eligibility Criteria:

The RFP is directed to individuals and entities who meet the following criteria:
- Minimum of a Bachelor of Science degree in forestry, forest management, natural resource management or the equivalent, or silvicultural field experience of at least 10 years and demonstrated ability to conduct silvicultural exams and inspections;
- Experience working in western ecosystems with an emphasis on silvicultural systems;
- Working knowledge of wildland fire suppression;
- Working knowledge of techniques to create defensible space around homes;
- Experience with management of contracts using state and federal funds;
- Experience working with private landowners;
- Experience in plan preparation and technical writing; and
- Availability to respond to inspection requests year-round.

Offerors shall submit the proposal via email to Mr. Pederson, no later than 4:30 PM, MDT, October 15, 2021. EMNRD shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received by the appointed time.

Potential Offerors may submit written questions to the Contact Person as to the intent or clarity of the RFP until 4:30 PM, MDT, October 1, 2021. All written questions must be addressed to the Contact Person as indicated below.

The Division will post written responses to such questions on the Division website by October 8, 2021.
