Contract for services to a Goodyear, Arizona private vendor to provide recycling and solid waste removal services for residential locations. Services requested include residential collection, mobile drop-off sites, disposal, and processing, as well as public education and outreach. The approved vendor will provide collection services for 4-5 days during the work week.

Collection Services:

a. Residential Services. The successful Offerors shall provide same day collection, once per week on a scheduled collection day from Monday through Friday, from each residential service unit (i) of all acceptable solid waste contained in one solid waste cart and (ii) all program single stream recyclable materials contained in one recycling cart. Recyclables and solid waste shall be collected on the same day from individual residents. Residential service shall be provided utilizing both 64 and 95-gallon carts. The successful Offeror shall provide collection services to each residential service unit with an active accounts. The successful Offeror shall not provide collection services to any residential service unit with an inactive account. The successful Offeror will not be required to collect any materials outside of the carts. Upon the receipt of a written work order from the Contract Administrator for collection of additional cart(s), the successful Offeror shall collect, once per week on the same scheduled collection day as the collection of the initial cart, the quantity of additional cart(s) as identified by the Contract Administrator from the respective residential service unit. Upon the receipt of a written work order from the Contract Administrator, the successful Offeror shall discontinue services for the identified additional cart(s) for the respective residential service unit.

b. Mobile Drop-off Site Services. Offerors must propose to deliver one (1) twenty cubic yard open-top roll-offs to the Mobile Drop-off Site on Friday between 6:00 AM, local Arizona time and 8:00 AM, local Arizona and pull the roll-offs on Monday between 6:00 AM, local Arizona time and 8:00 AM, local Arizona . Offerors may propose an alternative approach to collect bulk waste from residential service units in Mobile.

c. City Facilities Collection Services. Upon written work order from the Contract Administrator, the successful Offerorshall in accordance with the work order collect (i) all acceptable solid waste contained in carts, dumpsters, or roll-offs and (ii) all program recyclable materials contained in carts, dumpsters, or roll-offs. The service level, including, but not limited to, the type of container, number of containers, frequency of collection, and scheduled collection days, shall be sufficient to ensure all materials are contained in containers. The Contract Administrator reserves the right to designate the service level.

Disposal and Processing Services:

The successful Offeror shall have and maintain during the contract term, adequate disposal and processing capacity to (i) dispose of all solid waste collected by the successful Offeror, (ii) dispose of all bulk waste collected by the Sanitation Division, (iii) dispose of all solid waste collected by or on behalf of City departments and delivered to the successful Offeror’s delivery facility, (iv) process all program recyclable materials collected by the successful Offeror, and (v) process all program recyclable materials delivered by residents to the successful Offeror’s delivery facility.

Collection Location:

Unless a residential service unit qualifies for special service or otherwise instructed in writing by the Contract Administrator, the successful Offeror shall provide collection at the street curb for each residential service unit. The successful Offeror shall provide collection at a location agreed upon between the successful Offeror and the City facility or City department and not objected to by the Contract Administrator. For residential service units that qualify for special service, the successful Offeror shall collect the carts at a location designated by the Contract Administrator. The successful Offeror shall return the carts to approximately the original location. The successful Offeror shall provide special service at no additional charge to residential service units that are qualified by the City.

Delivery Facility Location:

The successful Offeror shall accept at the delivery facility all bulk waste collected by the Sanitation Division, all solid waste collected by or on behalf of City departments and delivered to the successful Offeror’s delivery facility, and all program recyclable materials delivered by residents to the successful Offeror’s delivery facility. Due to impacts to the Sanitation Division, residents, and others, the proximity of the delivery facility to the City is important to the City. The delivery facility may be a transfer station. The successful Offeror will be required to maintain the proposed delivery facility location for the contract term unless a change in the location is approved by the City in writing. The successful Offeror is required to provide a drop-off site for program recyclable materials and electronics at the delivery facility. The successful Offeror shall provide collection and processing of program recyclable materials collected via the drop-off site at the delivery facility. The City shall provide collection and disposal or processing of electronics collected via the drop-off site at the delivery facility.

Disposal and Processing Locations:

The successful Offeror shall dispose of all solid waste at a disposal site properly authorized under all applicable laws to dispose of solid waste. The successful Offeror shall process all program recyclable materials at a processing facility authorized under all applicable laws to process program recyclable materials. The successful Offeror shall ensure disposal and processing locations operate and maintain adequately sized truck scales and computerized record-keeping systems for weighing and recording all incoming vehicles. The successful Offeror shall ensure locations maintain a record containing the gross weight, tare weight, net weight, date, time, and vehicle identification of each vehicle entering and exiting the disposal and processing locations. The successful Offeror shall ensure locations weigh, record, and tabulate materials from the City and other generators separately. The successful Offeror shall ensure locations test the scales as required by applicable law. At a minimum, the successful Offeror shall ensure locations test the scales every six (6) months. If the scales are unavailable during hours of operation, the successful Offeror shall use the average weight for the route and load of the day from the previous calendar month.

Processing Requirements:

The successful Offeror shall utilize processing subsystems at the processing facility capable of complying with product specifications of secondary materials buyers including, but not limited to, product form, size, weight, density, and degree of contamination. In addition, the successful Offeror shall utilize processing subsystems at the processing facility capable of processing a minimum of ninety-five percent (95.0%) by weight of program recyclable materials into recovered materials monthly. In Section 3, the City requests Offerors propose an approach to share the revenues from the sale of recovered materials with the City.

Addition and Deletion of Program Recyclable Materials:

The City reserves the right to add other recyclable materials to the program if (i) processing facility accepts such material from other customers or (ii) the parties agree it is economically and technically feasible. In addition, the City reserves the right to delete recyclable materials from the program if the parties agree it is economically and technically prohibitive.

The City’s preference is to maximize the efficiency of residential service unit’s collection routes. The residential service units collection routes must be on a four (4) or five (5) day work week.

Hours of Operation:

a. Collection. The successful Offeror shall provide collection no earlier than 6:00 AM, local Arizona time and no later than 7:00 PM, local Arizona time without approval from Contract Administrator. No collection shall be made on Sunday, unless requested by a customer and agreed to by the successful Offeror and Contract Administrator. The Contract Administrator reserves the right to restrict the hours of operation based on complaints.

b. Delivery Facility. The successful Offeror shall accept materials at the delivery facility from 7:00 AM, local Arizona time to 7:00 PM, local Arizona time. The successful Offeror may not modify the delivery facility hours of operation without written approval of the Contract Administrator.

Holidays:

The successful Offeror shall observe and not provide services on Thanksgiving Day and Christmas Day. The successful Offeror and the Contract Administrator may mutually agree to observe New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, and/or Independence Day. If a holiday occurs on a scheduled collection day for a customer, the successful Offeror shall perform the collection for the holiday and the remainder of the collection week on the next calendar day after the scheduled collection day.

Public Education and Outreach:

The successful Offeror shall provide the following services associated with public education and outreach at no cost to the City or the Customer.

a. Development, Printing and Distribution of Improper Set-out Notice. The successful Offeror shall develop, print, and distribute, at the successful Offeror's own expense, an improper set out notice.

b. Development, Printing and Distribution of Inactive Account Notice. The successful Offeror shall develop, print, and distribute, at the successful Offeror's own expense, an inactive account notice.

c. Processing Facility Tours. The successful Offeror shall upon request of Contractor Administrator provide tours of the processing facility.

d. Public Education and Outreach Video. The successful Offeror shall develop one (1) Goodyear-specific video that promotes Recycling and provide information about the services provided to the City. The successful Offeror shall update the video annually to reflect any focus areas for public education or any changes to service levels. The successful Offeror shall also make available to the City other relevant recycling and solid waste videos developed by the successful Offeror for use by the City.

Term of Contract:

The initial contract term will commence on July 1, 2019. The City is considering an initial term of seven (7) years. Offerors are asked to identify the pricing if the City elects a seven (7) year initial term in Attachment D. In addition, Offerors are asked to identify the pricing if the City elects a five (5) year initial term in Attachment E or ten (10) year initial term in Attachment F.

The City may renew the contract for one (1) year up to five (5) years. The initial term and all renewal terms combined shall not exceed fifteen (15) years.

Additional Eligibility Criteria:

Offeror shall have a minimum of five (5) years successful experience providing solid waste and recycling services for a minimum of 20,000 households.

Pre-proposal Conference:

Attendance at the Pre-Proposal Conference is not mandatory; however, Offerors are strongly encouraged to attend. Offerors are also strongly encouraged to read entire solicitation prior to Pre-Proposal Conference. Copies of the solicitation will not be handed out at the Pre-Proposal Conference.
